How does cmte accomplish its purpose?*Section 492 of the PHS Act states that The Secretary...shall by regulation require appropriate technical and scientific peer review of -- (A) applications...; and (B)...biomedical and behavioral research and development contracts.... This Council was composed of both scientific and public members who provided the second level of peer review; advised on policy development, program implementation and evaluation; and identified research needs and opportunities for the National Center for Research Resources.
How is membership balanced?*The National Advisory Research Resources Council was composed of 18 appointed members with research interests and responsibilities paralleling those of the National Center for Research Resources. Twelve members were scientists who are outstanding medical or scientific authorities knowledgeable in the fields of fundamental sciences, medical sciences, research and/or research training, public health, and behavioral or social sciences. Six of the members were leaders in the fields of public policy, law, health policy, economics, and management.
How frequent & relevant are cmte mtgs?*Meetings were held not less than three times each fiscal year. The National Advisory Research Resources Council provided advice on a continuing basis on the type of scientific research programs that should be supported and how to carry out the designated mission and responsibilities of the National Center for Research Resources. It also provided ongoing review of the relevance and effectiveness of the existing programs.

Agency Feedback CommentMinutes, written and oral reportsNarrative Description*The goal of NIH research is to acquire new knowledge to help prevent, detect, diagnose, and treat disease and disability, from the rarest genetic disorder to the common cold. The NIH mission is to uncover new knowledge that will lead to better health for everyone. NIH works toward that mission by: conducting research in its own laboratories; supporting the research of non-Federal scientist in universities, medical schools, hospitals, and research institutions throughout the country and abroad; helping in the training of research investigators; and fostering communication of medical and health sciences information.
