How does cmte accomplish its purpose?*The Native Hawaiian and Other Pacific Islanders Advisory Committee accomplished its purpose by garnering the feedback of its Native Hawaiian and Pacific Islander (i.e., Guamanians, Samoans, etc.) members, to provide cultural, operational and technical input on decennial plans and activities. The Committee utilized its technical expertise, Native Hawaiian/Pacific Islander cultural familiarity and interactions to provide an outside perspective on the merits of Census Bureau decennial plans and operations. The committee also utilized Advisory Committee meetings and written recommendations to fully accomplish its mission and purpose.
How is membership balanced?*The Committee's charter provided for nine members. The Committee included public and private sector representatives, academia, and community-based organizations. The Committee provided geographic balance, representing diverse Native Hawaiian and Other Pacific Islander populations, from both the mainland and the Pacific Islands, including Hawaii.
How frequent & relevant are cmte mtgs?*The Committee generally met twice a year. This reporting period, the committee's meetings were relevant to evaluate 2010 Census data products and participate in the Alternate Questionnaire Experiment focus groups. Census stakeholders, the public, and oversight entities were interested in the work of this committee and the issues it addresses on behalf of its diverse Native Hawaiian and Pacific Island populations.
Why advice can't be obtained elsewhere?*The Committee's expertise and geographic diversity are not to be found in any other Commerce component. Its work has been useful in helping the Census Bureau understand the unique needs of Native Hawaiian and Other Pacific Islander populations with the specific goal of reducing the differential undercount of this population.
Why close or partially close meetings?
Recommendation RemarksThe committee provided substantive advice regarding enumeration and communication strategies to reach both the Native Hawaiian and Pacific Islander population. Numerous committee recommendations regarding Native Hawaiian/Pacific Islander Communcation and media needs were adopted by the agency during this reporting period. As the 2010 Census concludes, the agency will assess 2020 Census planning and advisory needs.
