How does cmte accomplish its purpose?*The DRBOSAC shall provide advice, recommendations and a ranking of priorities for measures to improve the prevention of and response to future oil spills in the Delaware River and Delaware Bay. Not later than 18 months after the appointment of members to the Committee, it shall provide a report to the Commandant of the Coast Guard, the Governors of the States of New Jersey, Pennsylvania, and Delaware, the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives, detailing those recommendations and priorities.
How is membership balanced?*As required in the authorizing legislation, the committee shall consist of members who are appointed by the Commandant of the Coast Guard and who have particular expertise, knowledge, and experience regarding the transportation, equipment, and techniques that are used to ship cargo and to navigate on the Delaware River and Bay. In addition, the Commandant may also appoint a number of non-voting members who will represent other Federal agencies and State agencies of Pennsylvania, New Jersey, and Delaware with an interest in oil spill prevention in the Delaware River and Bay (6 of these non-voting members were chosen).
How frequent & relevant are cmte mtgs?*The DRBOSAC met seven times to complete its mission and issue its report. Meetings were held 12/17/2008, 01/21/2009, 03/18/2009, 05/20/2009, 06/17/2009, 09/09/09, 12/16/2010. In accordance with the authorizing legislation (as amended), the committee terminated in December 2010.
Why advice can't be obtained elsewhere?*The professional advice, experience, expertise, and technical assistance provided by the Federal Advisory Committee and its advisory organization should greatly benefit oil spill response and navigation safety.Due to the wide diversity of parties represented on this committee by Federal, state, and local governments, the maritime industry, special interest groups, academia, and the public, it would not be possible for the Coast Guard alone to provide sufficient knowledge and expertise to achieve the purposes of this charter nor should the Coast Guard represent these parties’ interests without their consensus.
Why close or partially close meetings?The Coast Guarad does not anticipate the need to close committee meetings.
Recommendation RemarksCommittee terminated April 2010 but was re-authorized to continue until December 2010 in the Coast Guard Authorization Bill of 2010.

Not later than 18 months after the appointment of members to the Committee, it shall provide a report to the Commandant of the Coast Guard, the Governors of the States of New Jersey, Pennsylvania, and Delaware, the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives, detailing those recommendations and priorities. The committee's termination date was legislatively extended, and the draft final report was voted on in Dec 2010.
