How does cmte accomplish its purpose?*The Exporters' Textile Advisory Committee (ETAC) provides advice and guidance to Department officials on the identification and surmounting of barriers to the expansion of textile exports, and on methods of encouraging textile firms to participate in export expansion. ETAC functions solely as an advisory body in accordance with the provisions of the Federal Advisory Committee Act.
How is membership balanced?*Membership of the Exporters' Textile Advisory Committee (ETAC) represents the views of the various textile subsections. Executives of the apparel industry, fabrics, and carpets are members to ensure that each sector is represented in structuring a broad based export program for the entire industry and to advise the Administration with a consensus of methods of promoting textile and apparel exports from all segments of the industry. The Committee also moderates the different views among the diverse sectors of the textile and apparel industry.
How frequent & relevant are cmte mtgs?*The Committee meets quarterly to reflect changes in international market conditions. Additional meetings may be convened as necessary to brief members and advise the Administration on developments of immediate interest and newly emerging international markets.
Why advice can't be obtained elsewhere?*The Exporters' Textile Advisory Committee is the only national advisory committee dedicated to advising Department of Commerce officials on methods of encouraging textile firms to increase their exports. With the U.S. committed to the elimination of textile quotas under the WTO agreement on textiles and clothing, the Administration is committed to a determined effort to encourage U.S. textile and apparel firms to export to remain competitive in the international marketplace. This committee is an essential component of that effort.
Why close or partially close meetings?All Exporters' Textile Advisory committee meetings are open to the public. This ensures that the Committee provides the Administration with informed advice, the Committee is briefed by senior Department of Commerce and other Executive Branch officials, private sector executives and professional experts on trade and economic policy and related programs and ongoing negotiations. All officials are briefed prior to their presentations to the effect that meetings are open to the public and not to discuss classified material.
Recommendation RemarksThe ETAC charter expired on October 1, 2010 and was not re-established. The ETAC was consolidated with ITAC 13 committee for better operation and efficiency.
