How does cmte accomplish its purpose?*The NOAA CPDC – S&A 1.3 will develop a draft Climate Change Science Program (CCSP) Synthesis and Assessment Product that addresses Topic 1.3: “Re-analyses of historical climate data for key atmospheric features: Implications for attribution of causes of observed change.” The committee is directed to comply with NOAA's Information Quality Act Guidelines in the development of the S&A Product. The NOAA CPDC – S&A 1.3 will update NOAA on the progress during the development of the product and will agree upon the contents of the product before advising NOAA to adopt the language. The NOAA CPDC – S&A 1.3 will function solely as an advisory body and will comply with the requirements of the Federal Advisory Committee Act.The Committee met in open session on June 25-27, 2007 to review the first draft and a second draft was posted on the CCSP website on April 14, 2008 for public review. The Committee expects to post a Final Report before November 21, 2008.
How is membership balanced?*The NOAA CPDC—S&A 1.3 shall assure a balanced representation of scientific views among preeminent scientists, educators, and experts reflecting the full scope of the scientific issues addressed in CCSP Synthesis and Assessment Product 1.3. Members will be selected on a clear, standardized basis, in accordance with applicable Department of Commerce guidance.
How frequent & relevant are cmte mtgs?*Estimated Number of Meetings per Year - 1; 1 meeting held in FY07 (see discussion in next box for relevance). No meetings were required in FY08; much collaboration and work was accomplished via email.
Why advice can't be obtained elsewhere?*The NOAA CPDC-S&A 1.3 is necessary to develop a draft CCSP Synthesis and Assessment Product that addresses CCSP Topic 1.3: “Re-analyses of historical climate data for key atmospheric features: Implications for attribution of causes of observed change.” The proposed Report is intended to provide an expert assessment of the capability and limitations of state-of-the-art climate reanalyses, as defined above, to describe past and current climate conditions, and the consequent implications for scientifically interpreting the causes of climate variations and change. The information in the Report will provide a basis for decision-makers and policymakers to understand the present level of confidence and uncertainties in describing how the climate system has varied in the recent historical past, and how this has enabled, and in some cases limited, our ability to identify the causes of such variations.

Under the Climate Goal, this S&A product contributes to Outcomes, Performance Objectives, and specific climate strategies to achieve those objectives.
