How does cmte accomplish its purpose?*The Task Force will develop model contingency plans for minimizing the impact of lengthy airline on-board ground delays. It will also be responsible for reviewing incidents involving long, on-board ground delays and their causes; identifying trends and patterns of such events; and recommending workable solutions for mitigating the on-board consumer impact of extraordinary flight disruptions. Finally, the Task Force will report to the Secretary of Transportation the results of its consideration and a description of model contingency plans it develops
How is membership balanced?*In selecting the members of the Task Force, the Department attempted to achieve a balanced membership representing a broad cross-section of the diverse agencies, organizations and individuals that represent airlines, airports, consumer groups and other interested entities in the United States. We also contacted some organizations that had not submitted an application for membership by the January 4, 2008, deadline, but whose membership in the Task Force we believed would be beneficial, to encourage their participation.
How frequent & relevant are cmte mtgs?*The meetings have taken place on average every 5-8 weeks since the initial meeting on February 26, 2008. The activities and discussion at each meeting have related directly to the tasks and purposes outlined in the Task Force Charter.
Why advice can't be obtained elsewhere?*The Task Force is necessary to provide a forum for developing, considering, and communicating to the Secretary, from a knowledgeable and independent perspective, a strategy for minimizing the impact of lengthy on-board ground delays on passengers nationwide.
Why close or partially close meetings?
Recommendation RemarksThe Task Force completed its mission at its final meeting on November 12, 2008. The Task Force is inactive as its charter expired on January 3, 2009 and was not renewed. Therefore, there is not committee information to report for 2009.

% of Recs Fully Implemented CommentThe Task Force recommended that the Secretary send a letter to Michael Chertoff, Secretary of the Department of Homeland Security, expressing thanks for the collaborative initiatives of Customs and Border Protection (CBP) and the Transportation Security Administration (TSA) in proposing avenues for allowing passengers to deplane in accordance with existing security standards at airports to which their flights have been diverted after the hours when CBP and/or TSA staff are on duty.
