How does cmte accomplish its purpose?*The TCRDSAC completed their work in fiscal year (FY) 2008 and the committee was allowed to sunset July 16, 2009. The FY 2008 product of the deliberation was an Agreement in Principle which the Committee members signed in September 2008.In fiscal year 2009 two meeting summaries were completed (December 2008). They pertained to a teleconference and meeting held in September 2008 to discuss final revisions to the Agreement in Principle. Contractor cost to complete the two meeting summaries occurred in FY 2009.

Recommendation RemarksThe Total Coliform Rule Distribution System Advisory Committee did not meet in FY 2009.The Committee was not renewed and sunset on July 16, 2009. Costs were incurred primarily by a contractor who completed two summary reports (minutes)in December 2008. Members were invited to serve through July 10, 2009, by EPA's Deputy Administrator, however, because the work of the committee was completed early,their terms were shortened to offically end December 31, 2009.

All members are Tier 1 (parent committee members). There are no Tier 2 (subcommittee) members serving.

Therefore, in FY 2008, the Agency has provided no feedback regarding actions taken to implement the Committee's recommendations or advice. In FY 2009, the Agency plans to hold a non-FACA stakeholder meeting to provide interested parties with a status report on the development of the revised Total Coliform Rule.Narrative Description*At the completion of its work in September 2008, the Committee met Goal 2 of EPA's Strategic Plan: Clean and Safe Water; and Objective 2.1: Protection of Human Health.The Total Coliform Rule/Distribution System Advisory Committee supported the Agency's mission and its strategic plan through evaluation of key areas of the existing Total Coliform Rule published in 1989 that the Agency should consider revising to ensure maintenance of quality drinking water and adequate public health protection. The Committee's deliberation included discussions on distribution system contamination issues, ways to address the issues, and how to best understand the associated public health risks.
