How does cmte accomplish its purpose?*The objective of the Advisory Committee is to garner expertise and information on how best the United States can cooperate with China on addressing the energy and environment challenges that both countries face, pursuant to the “Framework for the Ten Year Cooperation on Energy and Environment between the Government of the United States of America and the Government of the People’s Republic of China” (the “Ten Year Framework”) (signed on 6/18/08 in Washington, D.C.). The duties of the Advisory Committee shall be to identify issues, analyze information, and provide recommendations regarding the objectives set forth in above. The members of the Advisory Committee shall offer constructive observations and suggest improvements for cooperation between the United States and China on energy and the environment under the Ten Year Framework.
How is membership balanced?*The Advisory Committee shall consist of up to 25 members evenly distributed among individuals from academia, industry, think tanks, NGOs, and government. Advisory Committee members cover one or more of the topics covered in the Ten-year Framework for Energy and Environment (TYF) with China. Areas include policy development, air and water pollution issues, conservation issues, energy and energy efficiency issues and transportation.

The breadth and scope of the issues that must be address requires access to practical experience working on these issues in China and the US that is beyond the scope of the Department of Treasury.
