How does cmte accomplish its purpose?*The Education Benefits Board sets the per capita amounts to be contributed to the Education Benefits Fund for Chapter 30 and Chapter 1606 benefits. It also determines the payment to be made by Treasury into the Fund to amortize the unfunded liability. The information is communicated to the SecDef and USD(Comptroller) in letters from the Board.
How is membership balanced?*The Board consists of three members appointed by the Secretary of Defense. All three Board members are Fellows of the Society of Actuaries. They are experts in the funding of fringe benefits. There is no particular point of view represented other than sound benefits financing.
How frequent & relevant are cmte mtgs?*The Education Board holds one open meeting annually. These meetings are necessary to promulgate the unfunded liability payments and per capita normal cost amounts to be used in calculating the accrual cost contributions into the Education Benefits Fund. This is also an opportunity for the Board to learn about and discuss issues affecting military education benefits.
Why advice can't be obtained elsewhere?*Required by 10 U.S.C. 2006, the Board is an independent activity which assists the Secretary of Defense on actuarial matters associated with the DoD Education Benefits Fund. The Board members generally come from private industry, where they earn extremely high salaries for their level of expertise. The Board members are paid at the hourly rate of a GS-15, Step 10, which is far below what we would have to pay consultants for the same quality of advice.

Recommendation RemarksSection 906 of Public Law 110-181 terminates the committee and merges its functions into a new advisory committee. The committee had no meetings this fiscal year and submitted no advice or recommendations to the government's decisionmaker.
