How does cmte accomplish its purpose?*The board shall review the programs of the Emergency Management Institute (EMI) and make comments and recommendations to the EMI Superintendent as delegated by the Under Secretary, FEMA, regarding the operations of the Institute and any improvements therein which the Board deems appropriate. The Board shall draw on the expertise of its members and with the approval of the Superintendent, EMI such other experts as may be considered appropriate in order to provide advice and make recommendations to the Superintendent, EMI.The Board shall annually submit a written report through the Superintendent, EMI, to the Under Secretary, FEMA, no later then April of each year. This report shall provide detailed comments and recommendations regarding the operation of the Institute.
How is membership balanced?*The Board of Visitors will be comprised of nine members, including a chairperson. The Secretary shall appoint the members of the Board from the nominations of qualified persons submitted by the EMI Superintendent. The members of the Board shall be selected from among professionals in the fields of emergency management, education, public administration, industry, fire, and from such professional organizations as will ensure a balanced representation of interest.

Why advice can't be obtained elsewhere?*The committee is necessary to advise on whether the Institute's programs further the basic mission of the EMI, and to review other appropriate subject areas that are related to the effectiveness of the delivery of the Institute’s programs.
Why close or partially close meetings?The meetings are not closed.
Recommendation RemarksThe EMI Board of Visitors (BOV) has been inactive due to a number of organizational changes that EMI has experienced. The establishment of the National Advisory Council required by the DHS FY 07 Appropriations Bill represents a duplication of the feedback resulting from the EMI BOV charter. Therefore, we are recommending termination.
