How does cmte accomplish its purpose?*The Committee held three meetings this fiscal year. The dates of those meetings were November 18, 2005, February 27, 2006, and September 7, 2006.At the November 18, 2005 meeting the Committee met and discussed (1) updates and interactions with the Institute of Medicine's Air Force Health Study Disposition Study Committee; (2) Air Force Health Study closure preparations; (3) updates from the Air Force on the Air Force Health Study history, program management, and the Comprehensive Study Report; (4) update from the Air Force on the 2002 Air Force Health Study Physical Examination Report; (5) discussion of Air Force Health Study FY06 activities. On February 27, 2006 the committee met and heard: (1)updates on the Institute of Medicine's Air Force Health Study Disposition Study and related closure activities; (2) updates from the Air Force on the Viability Study, Compliance Study, Comprehensive Study, Mortality Update, Technical Reports and External Collaborations. On September 7, 2006, the committee met and discussed the following: (1) Summary of Dioxin 2006 presentations; (2) Summary of Technical Reports and manuscripts; (3) Summary of transition activities.
How is membership balanced?*Membership is guided by provisions in Title 12 of P.L. 100-687.
How frequent & relevant are cmte mtgs?*Meetings are scheduled by the Chair as needed to allow the Committee to hear presentations by the Air Force, discuss technical information/data reported, and provide feedback to the Air Force on the health study chapters of the interpreted data. The committee provides comments and recommendations on the information reported by the Air Force.
Why advice can't be obtained elsewhere?*The Air Force was directed to conduct the Ranch Hand Study, and oversight of the study was to be conducted by a scientific panel augmented by private sector scientists (including those suggested by veterans' organizations) to oversee the study and provide technical assistance as needed. This committee provides the required independent oversight and the support of the Committee assigned to DHHS.

Cost Savings CommentThe utilization of the Advisory Committee on Special Studies Relating to the Possible Long-Term Health Effects of Phenoxy Herbicides and Contaminants enabled the Agency to obtain required and frequently scarce professional services from medical and scientific experts not otherwise available to the Agency; and to obtain the services of these experts only on an as needed basis rather than on a full time basis.
