How does cmte accomplish its purpose?*The Electricity Advisory Board or EAB was established by then Secretary Spencer Abraham in November 2001 to provide the Secretary and the Department of Energy with essential independent advice and recommendations on electricity policy issues. Specifically, the EAB will address issues concerning the Department's electricity programs; current and future capacity of the electricity system; issues related to production, reliability and utility restructuring; and coordination between the Department of Energy and state and regional officials and the private sector on matters affecting electricity supply and reliability. The EAB was chartered and operated under the auspices of the Federal Advisory Committee Act and was administered by the Office of the Secretary of Energy Advisory Board.The Board was comprised of approximately forty members drawn from all segments of the electricity industry, as well as representatives from the environmental and business sectors. Members served on a pro bono basis and were selected by the Secretary of Energy to two-year terms. The Board provided the Secretary of Energy with a diverse and extensive reservoir of independent technical knowledge, policy understanding, management experience, and government experience. Members have been called on by the Secretary for their individual advice and on occasion testified before Congress on Board or subcommittee reports.The Board's charter permited the formation of subcommittees to undertake specific studies and to provide information and recommendations to the EAB for its consideration. Members of the Board have also served as members of these subcommittees, augmented by outside members whose experience or background are determined to be relevant to the specific issues under consideration.
How is membership balanced?*The Board was comprised of approximately forty members drawn from all segments of the electricity industry, as well as representatives from the environmental, investing, state regulatory, and academic fields.
How frequent & relevant are cmte mtgs?*The Board met approximately one to two times per year and held additional meetings as necessary to provide timely advice to the Secretary of Energy. Due to the resignation of the Board Chairman and scheduling issues associated with the preparation of the draft final report of the Standards of Conduct & Corporate Practices Subcommittee, no full Board meetings were held in 2006.
