How does cmte accomplish its purpose?*The Task Force was established in accordance with Public Law 106-215 and was formed to: 1) evaluate how the Secretary can efficiently and effectively carry out Section 110 of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996, as amended; 2) evaluate how the United States can improve the flow of traffic at airports, seaports, and land border ports-of-entry while enhancing security and implementing systems for data collection and data sharing; and 3) evaluate the cost of implementing each of its recommendations. The Task Force achieved these goals by participating in various site visits, stakeholder meetings and briefings. Its diverse membership has enabled the Task Force to objectively analyze and evaluate current operations in terms of traffic flow and national security and subsequently develop and recommend viable solutions and/or alternatives toward improving those operations, which are delivered to Congress each year the Task Force is in existence.
How is membership balanced?*The Task Force is composed of the Secretary of the Department of Homeland Security or his designee, and 16 other members who represent Federal, state and local agencies and private sector interests in accordance with P.L. 106-215.The membership includes representatives from the travel and tourism industries, transportation, trade, law enforcement, national security and private sector representatives of affected industries and groups.
How frequent & relevant are cmte mtgs?*DMIA Task Force meetings were conducted approximately every 6 months. The meetings provided a forum for private industry, the general public, and other stakeholders (exclusive of the Task Force Members) to obtain information and share concerns or insights in terms of port-of-entry operations, commerce and trade activities, environmental impacts, national security and other related issues.
Why advice can't be obtained elsewhere?*The DMIA Task Force was the only advisory committee that brought together federal, state and local representatives from a wide variety of organizations and industries to share their knowledge, concerns and provide insights in terms of the Task Force's mandated responsibilities, as described in section 20.a above. The members represent a number of stakeholder organizations as well as the general public.
Why close or partially close meetings?Some meetings were closed due to the sensitivity of the subject matter being discussed. The discussions would include issues related to border security and current/proposed information technology systems in support of border operations and related activities.
Recommendation RemarksThe DMIA Task Force completed its work as mandated by statute. The Task Force will be terminated in FY-04 in accordance with Public Law 106-215.
