How does cmte accomplish its purpose?*The Committee accomplishes its purpose by holding public meetings to solicit a wide range of views and information in the area of labor diplomacy, and by issuing reports and recommendations on the resources and policies necessary to implement labor diplomacy programs efficiently and effectively.
How is membership balanced?*The Advisory Committee includes leading representatives of organized labor, the business community, and the International Labor Organization, all of whom have had extensive experience in the field of international labor.
How frequent & relevant are cmte mtgs?*The Committee held one meeting in FY 2004, on Nov. 17, 2003, and heard presentations by the directors of the Department of State’s Office of Israel and Palestinian Affairs and Office for Afghanistan Reconstruction, as well as by senior officials from the Department’s Bureau of Near Eastern Affairs concerned with Iraq reconstruction. The purpose of these presentations was to provide the Committee with information that would be useful in the preparation of its third report, on labor diplomacy in the Muslim world.
Why advice can't be obtained elsewhere?*It is vital that the State Department tap into the insight and influence of the business and labor communities to focus attention on labor issues and bring their expertise to bear on how to improve the State Department's labor diplomacy function and how the State Department interacts with other USG agencies on labor issues. The Advisory Committee members bring a wealth of experience in tackling international labor issues. Labor diplomacy has become increasingly relevant in the aftermath of the 9/11 terrorist attacks and the war on terrorism.
Why close or partially close meetings?Full Committee meetings of the Advisory Committee have been open, and the Advisory Committee expects that all of its full Committee meetings will be open.
Recommendation RemarksFor the first part of Fiscal Year 2003, the Advisory Committee was staffed by a State Department Foreign Service Officer (FSO), level FS-02, succeeded during the latter part of the Fiscal Year by another FSO, level FS-01. The cost of the Foreign Service Officer allocated to the work of the Advisory Committee is approximately $28,000.
