How does cmte accomplish its purpose?*The ALMF meets two to three times annually to discuss matters of mutual interest to the federal and state governments, and Alaska Native entities. The ALMF has established small work groups to discuss and prepare recommendations for fostering cooperation between the membership of ALMF. This process has been highly successful. The ALMF is the only mechanism to brings together federal, state, and Native land and resources managers to work out complex and difficult policy matters.
How is membership balanced?*The ALMF is comprised of federal(6), state(7) and Native(3) members that are involved in managing the state's land and natural resources. Each group has an opportunity to chair a meeting on a rotating basis.
How frequent & relevant are cmte mtgs?*The ALMF meets approximately three times annually. All meetings are open to the general public and are held in different locations to give the public an opportunity to participate in the meetings. Every meeting has a block of time set aside to give the public an opportunity to address the members. The ALMF did not meeting in 2003. A new State Administation, under Governor Frank Murkowski, took office on December 1, 2002. Recent discussion with the Office of the Governor has indicated support and a desire to participate in the ALMF. Nominations to fill State vacancies to the ALMF are pending.
Why advice can't be obtained elsewhere?*The ALMF is a committee in a long line of committees that have been active since Alaska became a state in 1959. The underlining theme of the committee's has been to foster cooperation and coordination of a vast number of complex land and natural resource issues involving the federal and state government and Alaska Native land managers. The Forum gives members an opportunity to meet with their counter-parts face to face in a public and open atmosphere of cooperation.
Why close or partially close meetings?N/A
Recommendation RemarksThe ALMF is a viable mechanism for communication, cooperation and coordination between federal, state and Alaska Native land and natural resource managers. The ALMF has produced a number of guidelines, memorandums of agreement and partnerships. Note: There is no specific termination dates for ALMF members. The Forum did not meet in 2003. Governor Murkowski has indicated the State's intentions to participate in the Forum, but with pressing matters has not recommended individuals to fill (6) vacant seats.
