How does cmte accomplish its purpose?*The Committee terminated June 26, 2003. It accomplished its purpose and the dedication ceremony took place on June 25, 2003.Through meetings and correspondence with the National Park Service, the committee provided guidance regarding the design and construction of the Indian Memorial at Little Bighorn Battlefield National Monument.This committee is inactive. It has accomplished its purpose. The dedication of the Indian Memorial took place on June 25, 2003.
How is membership balanced?*Committee membership is as prescribed by the enabling legislation and is composed of 11 individuals appointed by the Secretary of the Interior, as follows: (a) six individuals representing Native American tribes that participated in the Battle of the Little Bighorn or who now reside in the area; (b) two members who are nationally recognized artists; and (c) three individuals who are knowledgeable in history, historic preservation, and landscape architecture.
How frequent & relevant are cmte mtgs?*The Commitee generally met at least once a year during the design competition phase of the Indian Memorial project. The design competition was completed in February 1997. The committee met periodically thereafter to review construction plans for the project. By 1999, review of the construction plans were complete, therefore there was no further business before the committee. The committee did travel to the Battlefield in fall 1999 to participate in a fundraising kickoff ceremony at the battlefield, but did not conduct committee business.In 2001 several committee members attended the 125th anniversary activities appearing on the agenda. Park consulted with Barbara Sutteer, former Indian liason for NPS and members of the Sioux tribe to discuss Indian Memorial artwork and design.
Why advice can't be obtained elsewhere?*Public Law 102-201 directed the Secretary of the Interior to design, construct, and maintain a memorial at the Little Bighorn Battlefield National Monument to honor the Indian participants in the Battle. The Little Bighorn National Monument Advisory Committee was established by the Congress to provide advice to the Secretary on a design competition, selection of a final design, and location of the memorial. The design competition and siting phase of the committee's business was completed in February 1997. Under the legislation, the committee does not terminate until the Indian Memorial is dedicated.
Why close or partially close meetings?All meetings have been open.
Recommendation Remarks(1) Re#6 (EXPECTED CHARTER RENEWAL DATE) -- Pursuant to the enabling legislation, P.L. 102-201, the FACA section 14(b) biennial rechartering requirement has been waived for this committee. (2) Re#7 (EXPECTED COMMITTEE TERMINATION DATE) -- Pursuant to the enabling legislation the Committee will terminate upon dedication of the memorial at the Little Bighorn National Monument to honor the Indian participants in the battle. (3) Re MEMBERSHIP -- Pursuant to P.L. 102-525, October 26, 1992, members may continue to serve after the expiration of their terms until successors are appointed.
Mr. Chauncey Whitright III resigned from the committee in 1999 leaving 10 committee members.
