How does cmte accomplish its purpose?*no meetings FY 2002Commission meetings provide an open, public forum through which park related updates are disseminated and public comment is received for consideration in the formulation of Commission advice and recommendations.
How is membership balanced?*Membership is as prescribed by the enabling legislation, consisting of 10 members as follows: (a) the Governor of the United States Virgin Islands (or designee); ( b) the Secretary of the Interior (or designee); (c) four members appointed by the Secretary; and (d) four members of the legislature of the Virgin Islands. The ethnic, racial and geographic diversity of the Commission members is an excellent representation of the people of the Virgin Islands.
How frequent & relevant are cmte mtgs?*Meetings are generally held one to two times yearly. There were ten members appointed/reappointed to the Commission in January 2001; however no meetings were held in FY 2001 pending designation/participation of Secretary's Representation. A workshop was held on July 10 & 11, 2001 to orient members to the site and to FACA.
Why advice can't be obtained elsewhere?*The Commission has been established by the Congress to make recommendations on how all lands and waters within the boundaries of the park can be jointly managed by the governments of the United States Virgin Islands and the United States in accordance with Public Law 102-247; to consult with the Secretary of the Interior on the development of a general management plan required by Section 105 of the public law; and to provide advice and recommendations to the government of the United States Virgin Islands.
Why close or partially close meetings?All meetings are open.
Recommendation Remarks(1) Re #6 (EXPECTED CHARTER RENEWAL DATE) -- Pursuant to the Commission's enabling legislation, the FACA Section 14(b) biennial rechartering requirement is inapplicable to the Commission.
(2) Re MEMBERSHIP -- Pursuant to the Commission's enabling legislation, members may continue to serve after the expiration of their terms until successors are appointed.
