How does cmte accomplish its purpose?*Using consensus-building techniques, this committee has identified and completed the regulatory text and preamble for a Notice of Proposed Rulemaking for OSHA's Shipyard Fire Protection standard. The committee has recommended the following subjects for inclusion in the proposed stsandard: scope and application, fire watches, fire prevention during hot work, fire response, shipboard fixed extinguishing systems, shoreside fire protection systems, fire safety plan, and appendices. Final drafts of preamble and regulatory text for the Notice of Proposed Rulemaking have been finalized and are awaiting OSHA review.
How is membership balanced?*The members reppresent groups interest in, or significantly affected by, the outcome of this rulemaking: shipyard management, workers (e.g., International Association of Fire Fighters), professional associations (e.g., National Fire Protection Association), and government agencies (e.g., U.S. Coast Guard and the Navy). The industry representatives are heavily weighted toward small businesses and all major geographic concentrations of maritime activity are represented. In addition, a State representative is on the committee to ensure that the interests of those states that have maritime programs are considered.
How frequent & relevant are cmte mtgs?*There were no meetings held in 2001. OSHA is planning on three meetings in 2002to complete the proposal. We continue to hold meetings in maritime locations to ensure the input of small employers who may not have the resources to travel to Washington, DC.
Why advice can't be obtained elsewhere?*The committee provides a collective expertise not otherwise available to the Secretary to address issues relating to unique shipboard fire hazards.
Why close or partially close meetings?All Committee meetings are open to the public, and public participation, particularly from small employers, is encouraged.
