How does cmte accomplish its purpose?*The scope and objectives are to examine and elaborate a capabilities-based and adaptive concept for deterrence that is consistent with the lowest nuclear force level compatible with U.S. security requirements; identify key characteristics of a capabilities-based and adaptive concept for deterrence; identify roles for nonnuclear, nuclear, and defensive capabilites in a capabilities-based and adaptive concept of deterrence; and identify key outstanding issues that must be addressed in consideration of a capabilities-based and adaptaive concept of deterrence. The duties and responsibilities are to provide advice for the Groups' examination of a capabilities-based and adaptive concept of deterrence and shall advise on developing specific findings and recommendations.

The Deterrence Concepts Advisory Group provides an unbiased perspective from a diverse membership with substantial expertise in various aspects of nuclear deterrence and security. No governmental body offers this expertise and no other Advisory Board has a similar charter to provide the advice and recommendations needed to meet this requirement.
