How does cmte accomplish its purpose?*The Commission met four times during fiscal year 2001. The phase three results of the Commission's work were presented to the Secretary of Defense in the form of a written report on March 15, 2001. The report is published and available to the public.
How is membership balanced?*The Commission is composed of two co-chairs and not to exceed 15-17 other Commissioners appointed by the Secretary of Defense, in consultation with the Assistant to the President for National Security Affairs and the Secretary of State. The Commissioners are prominent American citizens selected to reflect a cross-section of American public and private sector life. The Commission is bi-partisan in its representation.
How frequent & relevant are cmte mtgs?*For Commission met four times during fiscal year 2001 to develop its findings and recommendations.
Why advice can't be obtained elsewhere?*To provide bi-partisan advice on whether there is a need to change U.S. national security strategy to include process and procedures as the nation enters the twenty-first century. The Commission is an external body which makes its advice particularly valuable. It is outside the normal DoD chain of command and, therefore, can bring objectivity to all areas it reviews and makes recommendations upon.
Why close or partially close meetings?Meetings were closed when classified material was presented, reviewed, or discussed by the Commissioners and it was not reasonable to segregate meetings into open and closed portions without greatly diminishing the overall value and effectiveness of the meetings.
