How does cmte accomplish its purpose?*The council met to discuss the progress of trail development and preservation efforts. They asked for and received clarification on the status of several ongoing planning and design projects, and potential trail threats. The council considered a proposal to establish a Trail of Tears Scenic Byway in southeast Missouri. The council tabled action to recommend that NPS endorse the proposal pending receipt of additional information from proponents. Additional base funding for FY 2000 was discussed; the council supports the hiring of a planner/landscape architect and a historian to help advance trail plan implementation. The council was briefed on an initial research workshop that was highly successful in bringing trail route experts together for the purpose of exchanging information and ultimately plotting the original Arkansas route on base maps. The council encouraged NPS funding support for additional workshops in the other trail states.
How is membership balanced?*Members are broadly representative of landowners, nonprofit organizations, scholars, recreation professionals and tribal, federal, and state governments. This breadth is sufficient to provide input by the many people affected by or interested in the Trail of Tears which affects nine states and runs a distance of 2,400 miles.
How frequent & relevant are cmte mtgs?*One annual meeting is sufficient to identify and recommend goals and objectives for the work year, and raise issues and concerns about past or present plans.
Why advice can't be obtained elsewhere?*The advice cannot be obtained from other sources because it is formed through discussion and consensus building with all relevant interest groups sitting at the same table. The council provides a forum which encourages fairness and understanding, and the atmosphere for group consensus and partnership necessary for developing a national historic trail

Recommendation RemarksThe legislative authority expired July 7, 1998, for establishment of the Trail of Tears National Historic Trail Advisory Council under the National Trails System Act of 1983 (as amended by P.L. 100-192, December 16, 1987). The Council has been reestablished administratively by the Secretary of the Interior under the general authority of section 3 of Public Law 91-383. The Council is expected to continue until such time as the trail plan has been substantively and broadly implemented, and trail administration has had the opportunity to mature and become fully effective and responsive to its operational and partnership responsibilities. Re MEMBERSHIP--In accordance with the Council's Charter, members may continue to serve after the expiration of their terms until successors are appointed. Renewal charter is pending Secretary's approval.
