How does cmte accomplish its purpose?*The committee has not been activated. No members have been appointed.
How is membership balanced?*The enabling legislation prescribes a 7-member Commission composed of (a) three members from nominations by the Governor of the State of Louisiana, one of which must be the Louisiana State Historic Preservation Officer; (b) two members who are professional archaeologists i the archaeological community; and (c) two members from the public with particular interest in Poverty Point.
How frequent & relevant are cmte mtgs?*The charter anticipates two to three meetings annually.
Why advice can't be obtained elsewhere?*The Poverty Point National Monument Advisory Commission is to meet and consult with the Secretary of the Interior or the Secretary's designee on matters relating to management and development of the Poverty Point National Monument. (Establishment of the Poverty Point National Monument is pending donation of State-owned lands to the Secretary of the Interior.)
Why close or partially close meetings?All meetings will be open.
Recommendation Remarks(1) Re #6 (EXPECTED CHARTER RENEWAL DATE) -- Pursuant to the committee's enabling legislation, the FACA Setion 14(b) biennial rechartering requirement has been waived for the committee.
(2) Re ACTIVATION OF THE COMMITTEE --The Poverty Point National Monument was established by P.L. 100-560. NPS' authority to administer the area is contingent upon acquisition of State-owned land which has not occurred. The site is still managed by the State of Louisiana. The land donation has not yet transpired. Consequently, though a charter was filed for the advisory committee on May 17, 1990, no members have been appointed.
