How does cmte accomplish its purpose?*At each of its meetings, the MTC reviewed proposed certifications for consolidation, automation, and/or closure of weather service offices to determine if there would be a degradation of service. The MTC advised the Secretary of Commerce on these certification actions.
How is membership balanced?*In compliance with P.L. 102-567 the MTC was comprised of seven members from civil defense and public safety organizations, news media, and labor organizations certified by the Federal Labor Relations Authority as an exclusive representative of the National Weather Service employees, meteorological experts, and private-sector users of weather information, such as farmers and pilots. Additionally, five members represented agencies and departments of the U.S. Government that are responsible for providing or using weather services, including but not limited to the NWS, the DoD, the FAA, and FEMA.
How frequent & relevant are cmte mtgs?*The MTC met on an average of four times per year. In accordance with P.L. 102-567, the NWS had to consult with the MTC before certain certifiable activities of the NWS could occur. The final MTC meeting occured onDecember 8-9, 1999. By law, the MTC terminated on December 31, 1999.
Why advice can't be obtained elsewhere?*The law mandated that the MTC be consulted on certain modernization activities and, therefore, the information would only be relevant or applicable if it came from the MTC.
