How does cmte accomplish its purpose?*The Committee held no meetings in FY 1997-98-99. However, at the request of the Committee, and based on votes taken at public meetings during FY 1995, legislation was filed in the 105th Congress to designate the Sudbury, Assabet and Concord Rivers as components of the National Wild and Scenic Rivers System.
How is membership balanced?*The Committee's votes to recommend that the rivers be designated, to be managed in accordance with the Committee's Sudbury, Assabet and Concord River Conservation Plan, were both unanimous. While a balance of views was expressed during the development of this Plan, which includes recommendations for a Federal-State-local partnership in managing the rivers, and also that no additional Federal land be acquired for wild and scenic river designation purposes, the work of the Committee during the relevant fiscal year was based on unanimity, not conflicting points of view.
How frequent & relevant are cmte mtgs?*No meetings were held in FY 1999. The Committee's charter expired on 11/28/96, and there are no plans to renew it. However, the Committee has not been terminated pending final action on the Committee report.
Why advice can't be obtained elsewhere?*The Sudbury, Assabet, and Concord Rivers Study Committee was established to represent local and State governments, along with user groups, in determining whether the subject rivers should be designated into the National System, and if so, how they should be managed. This information should necessarily come from local residents, State government representatives, and the user groups that initiated the river study. The National Park Service would not have been able to conduct a study of these private lands wild and scenic river candidates without such balanced input.
Why close or partially close meetings?All meetings were open.
Recommendation Remarks(1) Re#6 (EXPECTED CHARTER RENEWAL DATE) and #7/#8b (EXPECTED COMMITTEE TERMINATION DATE/SPECIFIC TERMINATION AUTHORITY) and #9 (RECOMMENDATION) -- The Committee's charter expired on 11/28/96 (Charter file date 10/21/94), and there are currently no plans to renew it. However, continuation of the committee is recommended until the Final Report is submitted to the President for transmittal to the Congress. Pursuant to the Committee's enabling legislation, the Committee shall terminate upon the submission of the report to the President.
(2) Re MEMBERSHIP -- In accordance with the Committee's charter, members may continue to serve after the expiration of their terms until successors are appointed.
