How does cmte accomplish its purpose?*The Committee discussed each of the 9 staff recommendations for revised wage schedule paylines, based upon a survey of private industry pay for blue-collar work in each locality, against the alternatives allowed by 5 CFR 532, and then made its recommendations to the Undersecretary for Health. Wage schedule changes were then approved by the Undersecretary for Health and applied to the 25,000 Federal Wage System (blue-collar) employees of VA and other agencies in the localities. The average increases in the wage schedules ranged from 2.75 ppercent to 3.63 percent.
How is membership balanced?*As required by 5 CFR 532.227, the Committee membership is balanced between labor organizations (2 members) and management (2 members and the chairperson). The regulation implements the general requirement in 5 USC 5343 for the participation of labor organizations in setting Federal Wage System rates of pay.
How frequent & relevant are cmte mtgs?*The Committee usually met every two to four weeks in order to review one or more of the 23 annual FWS wage surveys for which VA was the lead agency. Annual surveys and wage schedule adjustments are required by 5 USCC.5343, and the completion dates of the surveys are spread throughout the year. As of January 1, 1999, OPM designated DOD as the Lead Agency for all FWS wage areas that VA has previously been the Lead.
Why advice can't be obtained elsewhere?*5 CFR 532.227 requires each FWS Lead Agency, such as VA, to establish an agency wage committee, including management and labor members, to review the results of wage surveys and recommend pay changes to the approving agency official. The VA Wage Committee, in advising the Undersecretary for Health, thus carries out this regulatory requirement imposed by the Office of Personnel Management. The regulation in turn, is a part of the implementation of Subchapter IV, Prevailing Rate Systems, of Title 5, USC.
Why close or partially close meetings?All meetings are closed to the public because the matters considered are related solely to the internal personnel rules and practices of the Department of Veterans Affairs and because the wage survey data considered by the Committee have been obtained from officials of private establishments with a guarantee that the data will be held in confidence.
