How does cmte accomplish its purpose?*The Committee will advise the Secretary of the Interior (Secretary) through the Bureau of Indian Education (BIE) and the Assistant Secretary-Indian Affairs on the development of regulations to fulfill the Secretary's responsibility to define standards, assessments, and accountability system consistent with ESEA section 1111 (20 U.S.C. §6311), as amended, for schools funded by BIE on a national, regional, or Tribal basis, as appropriate, taking into account the unique circumstances and needs of such schools and the students served by such schools and the process for requesting a waiver for these definitions. The recommendations will focus on the regulations found at 25 C.F.R. Part 30, Adequate Yearly Progress.
How is membership balanced?*Members represent various tribes with bureau funded schools.
How frequent & relevant are cmte mtgs?*The Committee meet 3 times during FY2019. The Committee provided recommendations in a final report and proposed regulatory language at the conclusion of the 4th meeting. The Committee is expected to continue until the promulgation of the final rule under consideration and will not continue past that time.
Why advice can't be obtained elsewhere?*The advice and recommendations cannot be obtained from other sources because it is formed through discussion and consensus building with all relevant interest groups sitting at the table. The duties of the Committee are to negotiate in good faith with the goal of drafting regulatory language such that the Committee can approve by consensus the submission of said recommendations to the Secretary.
