How does cmte accomplish its purpose?*Pursuant to section 550B(c)(2) of the National Defense Authorization Act for Fiscal Year 2020 (“the FY 2020 NDAA”), the Defense Advisory Committee for the Prevention of Sexual Misconduct (DAC PSM) shall review, on an ongoing basis, the following:
a) Closed cases involving allegations of sexual assault described in § 550B(c)(1) of the FY 2020 NDAA.
b) Efforts of institutions of higher education to prevent sexual assault among students.
c) Any other information or matters that the committee or the Secretary of Defense considers appropriate.

In addition to the reviews required by § 550B(c)(2) of the FY 2020 NDAA, for purposes of providing advice to the Secretary of Defense, the DAC PSM shall also consult and coordinate with the Defense Advisory Committee on Investigation, Prosecution, and Defense of Sexual Assault in the Armed Forces on matters of joint interest to the two advisory committees as directed by § 550B(c)(3) of the FY 2020 NDAA.
How is membership balanced?*In accordance with § 550B(b) of the FY 2020 NDAA, the DAC PSM shall consist of not more than 20 members, appointed by the Secretary of Defense from among individuals who have an expertise appropriate for the work of the DAC PSM, including at least one individual with each expertise as follows:

a) Expertise in the prevention of sexual assault and behaviors on the sexual assault continuum of harm.
b) Expertise in adverse behaviors, including the prevention of suicide and the prevention of substance abuse.
c) Expertise in the change of culture of large organizations.
d) Expertise in implementation science.

Why close or partially close meetings?Meetings are not closed to the public unless the Department of Defense determines that items on the planned agenda meet the closed-meeting provisions of 5 U.S.C. § 552b(c). Pursuant to DoD policy closed meetings can only be authorized by the DoD Sponsor, who is the Under Secretary of Defense for Personnel and Readiness, and only after consultation with the appropriate General Counsel.

Payments to contract support ("Other costs") provide the Committee with meeting support, research and data gathering, analytics, and assistance with developing, publishing, and distributing report.
Cost RemarksThe DAC PSM Charter included estimated annual operating cost, to include travel, meetings, and contract support, of approximately $945,000. However, due to the Zero-Based Review, the DAC PSM was only operational during a portion of FY22. As a result, contract support ("Other costs") reflect only a portion of FY22 (June 15-Sept 30, 2022). Payments to contracts support provided the DAC PSM with meeting support, research, and data gathering.
