Committee Detail

Note: An Annual Comprehensive Review, as required by §7 of the Federal Advisory Committee Act, is conducted each year on committee data entered for the previous fiscal year (referred to as the reporting year). The data for the reporting year is not considered verified until this review is complete and the data is moved to history for an agency/department. See the Data From Previous Years section at the bottom of this page for the committee’s historical, verified data.

Details on agency responses to committee recommendations can be found under the Performance Measures section for each committee in the fields “Agency Feedback” and “Agency Feedback Comment.”

How does cmte accomplish its purpose?*The objective of the Committee is to bring to the State Department’s Bureau of Energy Resources (ENR) a source of expertise, knowledge, and insight not available within the Department or elsewhere in the government on clean energy resources.
How is membership balanced?*The membership of the Committee will consist of representatives of U.S. organizations and institutions having an interest in energy minerals, and may include: representatives of U.S. businesses with significant international and domestic interest affected by the geopolitical implications of energy mineral supply chains; representatives of U.S. labor unions, state and local government officials, public interest groups, and/or trade and professional associations whose membership includes companies active in the energy minerals space; legal or business consultants well-versed in such economic and trade aspects of foreign affairs; and academics who take an interest in energy minerals.
How frequent & relevant are cmte mtgs?*At least once per year, but the general aim is quarterly.
Why advice can't be obtained elsewhere?*Industry knowledge and advice is not available within the Federal Government.
Why close or partially close meetings?Full committee meetings are open to the public. However, we recommend closing subcommittee meetings (if established) to elicit more detailed and frank discussion of industry concerns and geopolitical trends.
Recommendation RemarksThe committee has met twice since inception (in March 2022 and June 2022). We recommend keeping to a quarterly schedule whenever possible, as well as future discussion about the potential establishment of sub-committees. The Bureau of Energy Resources should also consider how to create and leverage synergies between the committee and the newly formed Minerals Security Partnership (MSP) initiative.
