How does cmte accomplish its purpose?*The Council meets 1-2 times per year, with intersessional subcommittee meetings occurring. Subcommittees explore topics in depth and develop recommendations for consideration by the full-Council. USGS staff provide needed background information and context to Council members to help them accomplish their purpose. Subcommittee recommendations are discussed at full-Council meetings.
How is membership balanced?*The members of the Council shall be composed of not more than 20 members who represent the diversity of this nation’s constituencies, and include the following interests: 

State and local governments, including state membership entities 

Non-governmental organizations whose primary mission is conservation and related scientific and advocacy activities

Native American and Indigenous community organizations 

Academia 

Other sectors, environmental justice organizations, private industry

Members of the Council represent partner science providers and stakeholders, “users” of the science provided by National Climate Adaptation Science Centers (NCASC) and the regional Climate Adaptation Science Centers (CASC). 
How frequent & relevant are cmte mtgs?*1-2 full-Council meetings per year. Full-Council meetings are crucial for the Council to accomplish its goals.
Why advice can't be obtained elsewhere?*The primary goal of  NCASC and the regional CASCs are to provide scientific information and products that assist managers and planners in ensuring that important natural and cultural resources are available now and for generations to come. One main method for achieving this goal is to “coproduce” science by engaging managers from the beginning of the scientific research process to development of the final product. In this way, NCASC and the regional CASCs  take an innovative approach that deviates from a very traditional model of conducting scientific research. Involvement with and input from stakeholders and managers, including non-Federal entities, is critical to successfully carry out this mission.  The Council provides an effective avenue for ensuring these important interactions.  

While the regional CASCs also greatly depend on local and regional engagement with managers, the Council provides a cohesive, national, network-wide source of input into strategic planning. The functioning of NCASC and the CASCs as a nationwide network, instead of regional silos, is critical to ensure knowledge sharing and non-duplication of efforts, which allows for effectiveness and efficiency of our network.

Recommendation RemarksThe full Council met twice in FY25 once in-person and once virtually.
Consistent with Executive Order 14217, Commencing the Reduction of the Federal Bureaucracy, the Advisory Council was terminated by Secretary Burgum on February 27, 2025.
