How does cmte accomplish its purpose?*The Committee advises the National Science Foundation (NSF) on merit of proposals requesting financial support for use-inspired and translational research as well as workforce development in key technology focus and societal and economic challenge areas, innovation ecosystems, public and private partnerships, and other activities supported by Division of Innovation and Technology Ecosystems (ITE) within the Directorate for Technology, Innovation and Partnerships. The panel will review proposals submitted to NSF under the purview of ITE.
How is membership balanced?*Members are selected on an ad-hoc basis, considering:
• Special knowledge of the science and engineering fields involved in the proposals to be reviewed to evaluate competence, intellectual merit, and utility of the proposed activities. Within reasonable limits, reviewers’ fields of specialty should be complementary within a reviewer group.
• Broader or more generalized knowledge of the science and engineering fields involved in the proposals to be reviewed to evaluate the broader impacts of the proposed activities. Reviewers with broad expertise are required for proposals involving substantial size or complexity, broad disciplinary or multidisciplinary content, or significant national or international implications.
• Broad knowledge of the infrastructure of the science and engineering enterprise, and its educational activities, to evaluate contributions to societal goals, scientific and engineering personnel, and distribution of resources to organizations and geographical areas.
• Broad knowledge of activities associated with commercializing or otherwise translating high-tech and innovative applications to include: market opportunity, company/team evaluation, product/technology and competition, revenue and finance plans, and the development and growth of new technologies and innovations, including regional- and national-scale innovation ecosystems.

How frequent & relevant are cmte mtgs?*The Committee will meet approximately 75 times each year. In FY24 the committee had 98 meetings.
Why advice can't be obtained elsewhere?*The panel provides the unique opportunity for the reviewers to provide judgments about the comparative merits within a group of proposals and advice to the Program Officers on the merits of each proposal. Ad hoc mail reviewers with specific expertise can be selected to give a thorough technical review of a proposal.
Why close or partially close meetings?Proposals reviewed include information of a proprietary or confidential nature, including technical information, financial data such as salaries, and personal information concerning the individuals associated with the proposals.

Agency Feedback Comment*Although panelists may not receive direct feedback, each committee member may use the NSF FastLane, a public web-based program, which provides information on awards made the agency to determine the outcome of proposals reviewed by the panel.Narrative Description*The NSF mission is set out in the NSF Act of 1950 authorizes and directs the Agency to initiate and support basic scientific research and research fundamental to the engineering process, as well as science and engineering education programs at all levels and in all fields of science and engineering. The CHIPS and Science Act of 2022 furthers that mission to include the support of innovation and the acceleration of the translation of research results into practice. The involvement of knowledgeable peers from outside the Foundation in the review of proposals is the keystone of NSF’s merit review system. Their judgments of the extent to which proposals address the merit review criteria are vital for informing NSF staff and influencing funding recommendations.
