How does cmte accomplish its purpose?*The NEYAC will provide independent advice and recommendations to the Administrator of the Environmental Protection Agency (EPA) on how to increase EPA's efforts to address a range of environmental issues as they relate to youth communities, with an emphasis on communities with ages below 29 years of age. The NEYAC will provide a critical perspective on how the impacts of environmental harms affects youth communities.
How is membership balanced?*In selecting members, EPA will consider candidates from business and industry, academic institutions, state, local and tribal governments, public interest groups, environmental organizations, service groups, and more. In determining a fair spread across categories, no more than 60% of the advisory committee can come from a single categorical entity (ex. government, academic institution, etc.).
How frequent & relevant are cmte mtgs?*The NEYAC expects to meet annually. NEYAC meetings may occur more frequently as needed and approved by the DFO. The NEYAC and its subcommittees will hold open meetings unless the Administrator of EPA determines that a meeting or a portion of a meeting may be closed to the public in ascendance with 5 U.S.C. 552b(c). Interested persons may attend meetings, appear before the committee, or file comments with the NEYAC.
Why advice can't be obtained elsewhere?*The functions of this committee are unique, and the Agency by necessity of age requirements for employment, does not categorically hire active students among other youth populations, thus inherently indicating a gap in perspective at the Agency. In fulfilling this gap, it allows a unique population of people to provide direct recommendations and advice to the Administrator and allows for a new channel of communication to be created.

Agency Feedback Comment*This committee was established in 2023, and has not completed its recommendations. The committee will provide written comments to the Administration in FY 2025.Narrative Description*The National Environmental Youth Advisory Council will provide important policy advice to the Administrator and the Office of Public Engagement and Environmental Education senior leadership on a wide range of implementation issues to fill in a demonstrated and clear gap in the youth perspective as part of EPA’s most critical work. Given the slant toward younger members, these communities are often inherently left out of conversations due to their age and ineligibility for employment, and this committee helps bridge that gap.
