How does cmte accomplish its purpose?*Nature and Purpose: The Board's duties include providing the Secretary with independent advice and recommendations regarding organizational management, strategic planning, resource management, curriculum development, and other matters of interest to the Foreign Service Institute, including regular observations about how well the Department is integrating training and professional development into the work of the Bureau for Global Talent Management, Department of State.

Other information: The Board will meet no fewer than two times per year and at such other times and places as are required to fulfill the objectives of the Board. The Department of State affirms that the advisory committee is necessary and in the public interest.
How is membership balanced?*Membership and Designation 

The Board shall consist of twelve (12) members, who could be either representative members or special government employees. They shall be appointed by the Secretary of State (or their designee). The members of the Board shall be designated on the following criteria:  



(a) Qualifications: 

(1) are not officers or employees of the Federal Government; and 

(2) are eminent authorities in the fields of diplomacy, national security, management, leadership, adult education, economics, trade, technology, or advanced international relations education. 



(b) Outside Expertise: 

(1) Not fewer than 6 members of the Board shall have a minimum of 10 years of relevant expertise outside the field of diplomacy. 

(2) Not more than 6 members of the Board may be persons who previously served in the Senior Foreign Service or the Senior Executive Service at the Department. 



(c) Term: 

Each member of the Board shall be appointed for a term of 3 years, except that of the members first appointed. 

(1) 4 members shall be appointed for a term of 3 years. 

(2) 4 members shall be appointed for a term of 2 years. 

(3) 4 members shall be appointed for a term of 1 year. 



(d) Chairperson & Vice-chairperson: 

(1) Approval- The Chairperson and Vice Chairperson of the Board shall be approved by the Secretary of State based upon a recommendation from the members of the Board. 

(2) Service- The Chairperson and Vice Chairperson shall serve at the discretion of the Secretary. 



Vacancies may be filled as they occur. 
How frequent & relevant are cmte mtgs?*The Board meets at the call of the Director of the National Foreign Affairs Training Center , formerly the Foreign Service Institute, and the Chairperson. The Board will meet no fewer than two times per year and at such other times and places as are required to fulfill the objectives of the Board.  Subcommittees and working groups will meet as appropriate for their assigned responsibilities.  The Board's first meeting is expected to take place in June 2026.

Recommendation RemarksNon Scientific Advisory Board-
The National Foreign Affairs Training Center (NFATC) Board of Visitors, formerly known as the Foreign Service Institute (FSI) Board of Visitors, has never convened. The delay was attributed to the extended vetting and clearance process for board members. Initially, the board was scheduled to be announced in January 2025, with its inaugural meeting planned for March 2025. The agenda for the first meeting included the election of a chair and vice chair.
However, due to the transition in presidential administration in January 2025 and the associated review of delegated authorities, NFATC was unable to proceed with the board announcement or the March meeting as planned. The list of board members is currently under review by Department leadership. The existing board will be released, and new members will be appointed following this review. Guidance from Department leadership, including the finalized list of new board members, is still pending.

NFATC will not be able to meet the charter renewal deadline of September 8, 2025, due to the delays outlined above. However, NFATC will ensure the charter is renewed before taking any further actions, including board appointments or convening meetings.

Following the reorganization of the Foreign Service Institute (FSI) and its renaming as the National Foreign Affairs Training Center (NFATC), the Board will now be referred to as the NFATC Board of Visitors.
Narrative Description*The NFATC Board of Visitors, formerly known as the FSI Board of Visitors, was established under the authority of Section 9205(e) of P.L. 117-263, the National Defense Authorization Act for FY 2023, and in accordance with the Federal Advisory Committee Act (5 U.S.C. § 1001 et seq).
The Board’s responsibilities include advising and providing recommendations to the Secretary of State, or their representative, on organizational management, strategic planning, curriculum development, and other matters related to the National Foreign Affairs Training Center (formerly the Foreign Service Institute). This includes addressing emerging trends and evolving priorities that impact national security, international relations, diplomacy, and related fields.

Additionally, the Board offers insights and advice on how effectively the Department of State integrates training and professional development into the work of the Bureau of Global Talent Management and the daily operations of its personnel.
The Board of Visitors consults with relevant stakeholders, including other U.S. Government agencies, interagency committees, private organizations, and individuals, as deemed necessary or appropriate by the Secretary of State or their representative.
