How does cmte accomplish its purpose?*The Department of the Navy (DoN) Science and Technology ( S&T) Board shall provide independent advice and recommendations on matters relating to the DoN's scientific, technical, manufacturing, implementation science, acquisition, logistics, medicine, and business management functions as well as on other DoN related matters.
How is membership balanced?*The DoN S&T Board is composed of members who are prominent authorities in one or more of the following disciplines and fields: science, technology, manufacturing, acquisition, logistics, biomedical, climate, and business management functions, as well as other matters of special interest to the DoN. These individuals shall be drawn from distinguished members of various S&T communities, Federally Funded Research and Development Centers (FFRDC), University Affiliated Research Centers (UARC), U.S. Department of Energy National Laboratories and Technology Centers (“the National Laboratories”), private industry, and academia.- In evaluating candidates for the DoN S&T Board, the DoD considers the education, life experience, and professional credentials of individuals as they relate to the subject matters anticipated to be tasked to the DoN S&T Board. The DoD has found that viewing the complex issues facing the DoD through a multidisciplinary advisory committee provides the DoD and, more importantly, the American public with a broader understanding of the issues on which subsequent policy decisions are based. Membership shall be fairly balanced to provide a variety of backgrounds, experiences, and thought leaders in support of the DoN S&T Board’s mission.

Why advice can't be obtained elsewhere?*The DoN S&T Board focuses on matters concerning science, technology manufacturing, acquisition process, and other topics of special interest to the DoN in response to specific tasks from the Secretary of Defense or the Deputy Secretary of Defense, or the Secretary of the Navy. The DoN S&T Board was not established to advise on individual DoD or DoN procurements or acquisition matters, but instead shall be concerned with the pressing and complex scientific and technological (S&T) problems facing the DoN in such areas as research, engineering, organizational structure and process, business and functional concepts, and manufacturing, and will ensure the identification of new technologies and new applications of technology in those areas to strengthen national security. Due to the highly technical as well as classified nature of the DoN S&T programs this advice cannot be obtained elsewhere.
Why close or partially close meetings?Due to classified discussions or presentations on Naval science and technology, DoN S&T Board meetings are more often than not closed to the public.
Recommendation RemarksDue to the Secretary of Defense's pause of all advisory committee operations effective March 7, 2025 and the conclusion of all committee member appointments effective April 25, 2025, the Board met once in FY 2025.
