How does cmte accomplish its purpose?*The HBCU-MSI AC will provide advice and recommendations to EPA on how to leverage Historically Black Colleges and Universities and Minority Serving Institutions (HBCU-MSI’s) to nurture the next generation of environmental leaders and ensure that these vital institutions of higher learning have the resources and support to continue to thrive for generations to come. It is part of a comprehensive effort to advance economic and educational opportunities for all Americans while protecting human health and the environment.
How is membership balanced?*The HBCU-MSI AC will be composed of approximately 15-20 members. Members will serve as Representative members of non-Federal interests, community-based organizations, research, and academia. If needed, members may be appointed to serve as Regular Government Employees or Special Government Employees. Representative members are selected to represent the points of view held by specific organizations, associations, or classes of individuals.
How frequent & relevant are cmte mtgs?*The HBCU-MSI AC expects to meet approximately two to three times a year for in-person or virtual meetings.
Why advice can't be obtained elsewhere?*The HBCU-MSI AC brings together a cross-section of individuals with the needed range of experience and perspectives that will facilitate a more effective discussion of the technical issues and policy options that will support adequate evaluation of, and input into, EPA positions and actions. There are no other existing EPA advisory committees that have a mission to provide advice on HBCUs and MSIs on critical policy and technical issues to advance equity in economic and social opportunities for all Americans.

Agency Feedback Comment*0Narrative Description*The Historically Black Colleges and Universities and Minority Serving Institution Federal Advisory Council (HBCU/MSI FAC) provides important policy advice to the EPA Administrator and the Office of the Administrator’s Office of Public Engagement and Environmental Education (OPEEE) leadership and senior management on a wide range of implementation issues required by the HBCU Partners Act (Public Law 116-270). The committee’s activities include providing advice on critical policy and technical issues to advance economic and social opportunities for all Americans and strengthen the capacity of HBCUs and MSIs to provide the highest-quality education, participate in and benefit from federal programs, and support key Administration policies. This informed policy advice is of substantial benefit in meeting the AO’s and OPEEE’s strategic goals and priorities and increase HBCUs/MSIs ability to integrate actions into relevant policy and engagement decisions and encourage sustainable environmental communities.
