How does cmte accomplish its purpose?*The Board of Scientific Counselors reviews and evaluates the intramural program and the work of tenured, tenure track, and staff scientists and physicians and, as requested by the Director, NIH, undertakes peer review of extramural funding applications as required by section 492 of the Public Health Service Act, as amended. For the intramural program, the Board will be provided with a written description of the overall research to be reviewed. This written description should present the overall past accomplishments of the research programs and their investigators since the last review was conducted. The written description will also present: the general aims, objectives, and projected directions of the research to be conducted; appropriate background information on possible future research projects; a brief summary of the general research plan; and an indication of the importance of the research projects to the DTT/NIEHS strategic objectives.
How is membership balanced?*The Board will consist of eight members, approximately, including the Chair, appointed by the Director, NIH, from authorities knowledgeable in the fields of alternative methods, cell biology, computational and data science, environmental health sciences, epidemiology, exposure science, informatics, pathology, predictive science, research translation, risk communication, risk assessment, and toxicology related to the research activities of the DTT/NIEHS.
How frequent & relevant are cmte mtgs?*Meetings will be held approximately twice within a fiscal year. The committee did not meet in FY2025.
Why advice can't be obtained elsewhere?*The Board will be composed of recognized research authorities in areas highly relevant to the environmental health sciences from outside the NIH in order to secure unbiased, through and objective evaluation of intramural research programs.

This committee did not produce any reports this fiscal year.

This committee was established in FY24. Due to the hiring freeze, the committee did not have enough members to meet a quorum in order to have a meeting in FY25. Staff anticipate the BSC meeting approximately two times in FY26.

NIH works toward that mission by conducting research in its own laboratories. Section 402(b)(9) of the Public Health Service Act states that “the Director, NIH...shall assure that research at...the National Institutes of Health is subject to review in accordance with section 492.” Section 492(b) states that the “Director of NIH shall establish procedures for periodic technical and scientific peer review of research at the National Institutes of Health. The mission of the Board of Scientific Counselors is to assess the quality of the Institute’s intramural research programs and to evaluate the productivity and performance of intramural scientists and shall also, as requested by the Director, NIH, undertake peer review of extramural funding applications as required by section 492 of the Public Health Service Act, as amended.”
