How does cmte accomplish its purpose?*The S&CM BoD shall provide independent advice and recommendations to strengthen the industrial base with respect to materials critical to national security and, in particular, address challenges and opportunities concerning the National Defense Stockpile (NDS) program and advise the NDS Manager, as described in 50 § U.S.C. 98h-7 and Executive Order 12636 dated February 25, 1988 (53 FR 6114).
How is membership balanced?*Pursuant to 50 U.S.C. § 98h–1(b), the S&CM BoD membership shall be composed, at a minimum, of the following:
(1) The Assistant Secretary of Defense for Industrial Base Policy, who shall serve as chairman of the Board.
(2) One designee of each of the Secretary of Commerce, the Secretary of State, the Secretary of Energy, and theSecretary of the Interior.
(3) One designee of each of the Chairman and Ranking Member of the Readiness Subcommittee of the HouseCommittee on Armed Services.
(4) One designee of each of the Chairman and Ranking Member of the Readiness Subcommittee of the SenateCommittee on Armed Services.
(5) Four designees of the chairman of the Board, who shall have expertise relating to military affairs, defense procurement, production of strategic and critical materials, finance, or any other disciplines deemed necessary by the chairman to conduct the business of the Board.

DoD policy permits no more than 20 members to serve on its FACA committees. In appointing S&CM BoD members the DoD, in evaluating candidates, considers the education, life experience, and professional credentials of individuals as they relate to the subject matters anticipated to be tasked to the S&CM BoD. The DoD has found that viewing the complex issues facing the DoD through a multidisciplinary advisory committee provides the DoD and, more importantly, the American public, with a broader understanding of the issues on which subsequent policy decisions are based to ensure membership is fairly balanced to provide variety of background, experience, and thought in support of the S&CM BoD’s mission.
How frequent & relevant are cmte mtgs?*Pursuant to 50 U.S.C. § 98h–1(d), the S&CM BoD shall meet as determined necessary by the chairman, but not less frequently than once every year to fulfill the duties described in 50 U.S.C. § 98h–1(c); although the Department of Defense estimates the number of meetings to be four per year.

Why close or partially close meetings?The S&CM BoD provides advice on strategy to ensure a secure supply of materials designated as critical to national security, and such other strategies as the S&CM BoD considers appropriate to strengthen the industrial base with respect to materials critical to national security and may provide recommendations to the Secretary of Defense as necessary regarding the national security and domestic availability impacts of Department of Defense domestic critical minerals sourcing restrictions for specific electronic devices or electronic. This advice and recommendations would often be classified in accordance with 5 U.S.C. 552b(c)(1)(A).
