How does cmte accomplish its purpose?*The Advisory Committee on Training in Primary Care Medicine and Dentistry (ACTPCMD) prepares annual reports, as directed by statute, to be submitted to the Secretary of Health and Human Services (HHS); the Committee on Health, Education, Labor, and Pensions of the Senate; and to the Committee on Energy and Commerce of the House of Representatives. The ACTPCMD also, as needed, produces letters to the Secretary of HHS and to Congress on specific topics of interest that may be of a time sensitive nature and therefore, cannot be included in an annual report. Committee report submission is based on the calendar year.
How is membership balanced?*The ACTPCMD is composed of members from practicing health professions engaged in health professions training; leaders from health professional organizations; faculty from health professions educational institutions; and health professionals from public or private teaching hospitals or community-based settings. The ACTPCMD consists of 14 available slots for members appointed by the Secretary, with at least 75 percent of the members practicing health professionals from the disciplines of primary care medicine and dentistry, including: physicians (allopathic and osteopathic); physician assistants; general, pediatric, and public health dentists, and dental hygienists.
How frequent & relevant are cmte mtgs?*The ACTPCMD meets not less than two times each calendar year.
Why advice can't be obtained elsewhere?*There is no other Committee in HRSA or in HHS that has the same charge as the ACTPCMD. The ACTPCMD provides advice and recommendations pertaining to policy and program development and other matters of significance concerning the activities under Title VII, Sections 747, of the Public Health Service Act, as amended by Public Law 105-392, and the Health Professions Education Partnership Act of 1998. The ACTPCMD provides counsel and recommends action on a wide spectrum of health care training policy issues, problems, solutions, and strategies required to address HRSA's mission. ACTPCMD assists the Administrator of HRSA in developing plans and policies and provides guidance on the methods and resources required to address the current environment of the education and training of the nation's primary care health workforce of primary care physicians, physician assistants, general, pediatric and public health dentists, and dental hygienists. The desired input can only be obtained from leading experts who are actively engaged in the education and training of the nation's future primary care workforce.

Recommendation RemarksPer "2025 Secretary Directive" this FACA Committee has been administratively Inactive pending termination by Congress.


The Committee's March meeting was postponed due to lack of membership, only four members were on board at that time. This two-day, in-person, meeting was moved to August after nine new members were onboarded. To meet the committee's legislative requirement for two meetings per year, the committee will be meeting virtually on November 15, 2024.

Agency Feedback Comment*HRSA’s Bureau of Health Workforce reviews committee recommendations, providing suggested and complimentary inputs only. Feedback typically includes a technical review as well as current supportive references. The committee is given the opportunity to include the feedback if they wish, but are informed there is no requirement to do so. Once the committee’s report is put into final form, it is forwarded through HRSA leadership as it is being sent to the Secretary and Congress. HRSA leadership does not provide feedback or any input, the report is sent to them for their information only.
