How does cmte accomplish its purpose?*The HSAPC will provide organizationally independent, strategic, timely, specific, and actionable recommendations to the Secretary of the Department of Homeland Security (DHS) on key issues across the homeland security enterprise as they relate to the intersection of education and academia and the DHS mission.
How is membership balanced?*The HSAPC will consist of up to 30 members who are appointed by and serve at the pleasure of the Secretary. All members are appointed as Representative members. Members will not serve as Special Government Employees, defined in section 202(a) of title 18, United States Code. Appointments will be made without regard to political affiliation. In order for DHS to fully leverage broad-ranging experience and education, the HSAPC must be diverse with regard to professional and technical expertise. DHS is committed to pursuing opportunities, consistent with applicable law, to compose a committee that reflects the diversity of the nation’s people. Appointments of Representative members are personal to the member and cannot be transferred to another individual or other employees of the member’s organization of employment.
How frequent & relevant are cmte mtgs?*Meetings of the HSAPC are held at the approval of the Secretary, but typically take place quarterly. Additional meetings may be held at the direction of the Secretary. HSAPC meetings are open to the public, unless a determination is made by the Secretary in accordance with DHS policy and directives, that the meeting should be closed in accordance with Title 5, United States Code, subsection (c) of section 552b, The Sunshine Act.
Why advice can't be obtained elsewhere?*Until the establishment of this committee, the Department of Homeland Security (DHS) did not have a formal structure to receive advice and recommendations on student and recent graduate recruitment; international students; academic research; faculty exchanges; and campus and community resiliency, security and preparedness.
Why close or partially close meetings?HSAPC meetings are open to the public, unless a determination is made by the Secretary in accordance with DHS policy and directives, that the meeting should be closed in accordance with Title 5, United States Code, subsection (c) of section 552b, The Sunshine Act.
Recommendation RemarksPer Executive Order 14217, Commencing the Reduction of the Federal Bureaucracy, the Department of Homeland Security Secretary has determined that the Homeland Security Academic Partnership Council is terminated.
