How does cmte accomplish its purpose?*The Council advises the Secretary of the Interior and the Secretary of Commerce on aquatic conservation and restoration endeavors in fresh, estuarine, and marine environments that benefit recreational fishery resources, enhance recreational boating, and encourage partnerships among industry, the public, and government to advance these efforts. The Council accomplishes its purpose by: 1) completing assessments and evaluations of Federal fishing and boating programs requested by the U.S. Fish and Wildlife Service (Service) and other agencies; and 2) recommending policies that improve aquatic resources conservation, fishing, or boating. Previously, the Council had completed evaluations of the Service’s overall fisheries program and boating grant programs administered by the Service. The Council’s efforts and collaboration with Federal agencies will provide the Department of the Interior and the Department of Commerce with insights and input on Federal fishing and boating programs.
How is membership balanced?*Members are appointed by the Secretaries on a staggered term basis for terms not to exceed 3 years. Appointees are selected from among, but not limited to, the following national interest groups: State fish and wildlife resource management agencies (two members, one a director of a coastal state and one a director of an inland state), saltwater and freshwater recreational fishing organizations, recreational boating organizations, recreational fishing and boating industries, recreational fishery resource conservation organizations, Tribal resource management organizations, aquatic resource outreach and education organizations, and recreational fishing and/or boating diversity-based organizations.
How frequent & relevant are cmte mtgs?*The Council typically meets twice per year via teleconference or in-person. The frequency of the meetings is dictated primarily by the Council’s progress with program reviews and assessments. The meetings are relevant to the Department of the Interior and the Department of Commerce because the Council’s program reviews and their assessments provide guidance and recommendations to the Secretaries on Federal agencies’ fishing and boating programs.
Why advice can't be obtained elsewhere?*The Council is comprised of national and regional leaders in angling and boating who represent a wide range of stakeholders. There is no equivalent committee or forum where these stakeholders interact together collectively to provide a comprehensive, well-rounded perspective on Federal fishing and boating programs. Accordingly, the Council's diverse set of organizational representatives ensures that a wide range of stakeholders' viewpoints are shared with the Department of the Interior and the Department of Commerce.

Recommendation RemarksThe Council held a full council meeting in October of FY 2025 and has held multiple subcommittee meetings. Although there were no recommendations made during the full council meeting in October, many decisions and plans were made for moving forward.

However, it is difficult to quantify specific cost savings. Agency Feedback Comment*The Council received feedback from Service representatives through virtual communication and formal correspondence.Narrative Description*The duties of the Council are solely advisory and include duties such as: providing advice that will assist the Secretaries in compliance with the Fish and Wildlife Act of 1956, the Magnuson-Stevens Fishery Conservation and Management Act, and other applicable statutes; fulfilling responsibilities established by Executive Order 12962, as modified by Executive Order 13474; monitoring specific Federal activities affecting aquatic systems and the recreational fisheries they support and reviewing and evaluating the relation of Federal policies and activities to the status and conditions of recreational fishery resources; providing advice that will assist the Secretaries in fulfilling responsibilities established by the Infrastructure Investment and Jobs Act of 2021, including, but not limited to: studying the impact of derelict vessels and identifying recyclable solutions for recreational vessels, and reviewing the study from the Comptroller General of the United States that documents the impacts of nonmotorized vessels on waterway access points and the use of funding sources to improve access issues and provide nonmotorized boating safety programs, and identifying potential recommendations for the Secretaries based on that study; recommending policies or programs to increase public awareness and support for the Sport Fish Restoration and Boating Trust Fund; recommending policies or programs that foster conservation, stewardship, and ethical practices in recreational fishing and boating; recommending policies or programs to address climate change and strengthen climate resilience by protecting and restoring aquatic ecosystems and supporting biodiversity while maintaining or enhancing fishing and boating opportunities; recommending policies or programs to stimulate and expand angler and boater participation in the conservation and restoration of aquatic resources; recommending policies and programs to stimulate recreational fishing and boating opportunities for all Americans, and to remove barriers to access for youth, veterans, urban residents, and other underrepresented communities; and providing advice on how the Secretaries can foster communication, education, and coordination among government, industry, anglers, boaters, and the public.
