Committee Detail

Note: An Annual Comprehensive Review, as required by §7 of the Federal Advisory Committee Act, is conducted each year on committee data entered for the previous fiscal year (referred to as the reporting year). The data for the reporting year is not considered verified until this review is complete and the data is moved to history for an agency/department. See the Data From Previous Years section at the bottom of this page for the committee’s historical, verified data.

Details on agency responses to committee recommendations can be found under the Performance Measures section for each committee in the fields “Agency Feedback” and “Agency Feedback Comment.”

Agency Recommendation*Terminate
Legislation to Terminate RequiredNo
Legislation StatusNot Applicable
How does cmte accomplish its purpose?*The new Administration chose not to renew the Bureau of Overseas Buildings Operations Industry Advisory Group, concluding its final term. Previously, the IAG provided advice and recommendations in the areas of property development, ownership, and management, including research and development, acquisition and sales, leasing, asset management, design, engineering, construction, historic preservation, natural hazards, emergency operations, security, planning, operations and maintenance, and program development. The functions of the IAG were advisory only.
How is membership balanced?*The Director of OBO appointed no more than 35 U.S. public members who were representative members or special government employees who represented a cross-section of interested and qualified professionals with significant, relevant experience and diverse opinions.
They were not U.S. government employees. The public members were members of professional organizations and trade groups that are involved in property management issues and have expertise in the general areas listed in section 4 of the charter, and who have a professional interest in OBO's vital mission.

Each member either served as a representative of the firm or company by which he or she is employed or retired from the public or private sector. An individual with the desired expertise who did not represent an organization or company could be appointed as a special government employee. Members served two-year terms, although the Director could, at her or his sole discretion, remove or replace members at any time.
How frequent & relevant are cmte mtgs?*The new Administration chose not to renew the IAG, concluding its final term. In FY25 the IAG did not meet. In previous years it was anticipated that IAG would meet annually to provide advice as requested by the Director. A portion of this meeting was open to the public. The IAG had no subcommittees and did not meet in FY25. In the past, the IAG did have closed design reviews and roundtables/ program reviews where security matters were discussed, which required closing these meetings. IAG operated on a continuing basis as required and at the discretion of the OBO Director.
Why advice can't be obtained elsewhere?*This committee was essential to ensuring that OBO remained knowledgeable about the most efficient processes, optimal solutions, and best new technologies possible to provide the most effective facilities for U.S. diplomacy abroad ensuring the United States is safer, stronger, and more prosperous and to oversee the Department of State's real property assets.
Why close or partially close meetings? The IAG did not meet in FY25.
Recommendation RemarksThe new Administration chose not to renew the Bureau of Overseas Buildings Operations Industry Advisory Group, concluding its final term. In previous years, the reviews, roundtables, and panels proved essential to ensure the Bureau of Overseas Buildings Operations remained knowledgeable about the most efficient processes, optimal solutions, and best new technologies. Due to the sensitive nature of embassy planning, design, construction, and operations abroad, OBO officials took recommendations/suggestions made by members and implement them where appropriate. As many of OBO's buildings have classified functions, no reporting was required. Additionally, due to lifecycle of OBO's projects (buildings) and committee engagement during that cycle many recommendations were not able to be implemented during the same FY.
