How does cmte accomplish its purpose?*This committee is composed of recognized biomedical and/or behavioral research authorities who represent the forefront of research and technical knowledge and who provide first-level merit review of funding applications and proposals, including but not limited to grant and cooperative agreement applications and contract proposals for research projects and for research and training activities in the field of biomedical research and behavioral science as it relates to alcohol abuse and alcoholism. The committee reviewed 267 grants requesting $245,946,439.24.
How is membership balanced?*The members of this committee are authorities knowledgeable in alcohol abuse and alcoholism in the areas of biomedical, basic and clinical neuroscience, basic behavioral science, treatment, health services, epidemiology, prevention, human development, AIDS and other related areas.
How frequent & relevant are cmte mtgs?*The committee held 8 meetings during this reporting period - 10/08/2024, 10/22/2024, 10/24/2024, 10/29/2024, 2/10/2025, 2/25/2025, 3/4/2025, 3/5/2025. These meetings supported the mission and responsibility of the Institute.
Why advice can't be obtained elsewhere?*This committee is composed of recognized biomedical and/or behavioral research authorities who represent the forefront of research and technical knowledge and who provide first-level merit review of funding applications and proposals, including but not limited to grant and cooperative agreement applications and contract proposals for research projects and for research and training activities. These evaluations and recommendations cannot be obtained from other sources because of the specialized, complex nature of the applications, cooperative agreements and/or contract proposals which requires a unique balance and breadth of expertise that is not available on the NIH staff or from other established sources.
Why close or partially close meetings?The meetings of the committee were closed to the public for the review of grant applications, cooperative agreements and/or contract proposals. Sections 552(c)(4) and 552b(c)(6) of the Government in the Sunshine Act permit the closing of meetings where discussion could reveal confidential trade secrets or commercial property such as patentable materials and personal information, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy.

Members: The term of service end dates for all members are different than what was reported on the FY24 ACR due to the termination of NIAAA IRG.

In general, initial/integrated review group (IRG) members serve up to six years, which is documented in the Members list. Temporary members are individuals recruited based on expertise needed for each meeting. Some temporary members may attend one meeting only while others may attend multiple meetings. Research grant applications submitted to NIH must go through a two-step review process that includes the initial peer review for scientific and technical merit and a second step of review and approval by a National Advisory Council for program relevance. In addition, prior to an award or funding being made, NIH staff must conduct an administrative review for a number of other considerations. These include alignment with NIH's funding principles, review of the project budget, assessment of the applicant's management systems, determination of applicant eligibility, and compliance with public policy requirements. After all these steps have been completed, NIH officials make funding decisions on individual grant applications.
