How does cmte accomplish its purpose?*This Integrated Ocean Observing System (IOOS) Federal Advisory Committee continues to provide recommendations to the NOAA Administrator and the Interagency Ocean Observation Committee (IOOC) based on the latest priority thematic areas and issues in accordance with its Charter and Balance Plan and Section 12304 of the Act, as amended by Section 103 of the Coordinated Ocean Observations and Research Act of 2020 (COORA) (Public Law 116-271, Title I) and per Section 3603(d)(2) of Title 33, United States Code. In 2025, the Committee deliberated and decided on a work plan focusing on the topics of AI and engagement with the private sector. The Committee is currently gathering information and developing recommendations, with the goal of submitting recommendations to NOAA and/or IOOC in FY26.
How is membership balanced?*New members are recruited to the committee every three years and undergo the same balance review as the original committee. By repeating this process regularly we ensure that the committee remains balanced as new members cycle through. The Committee balanced its membership based on a clear standardized basis in accordance with applicable Department of Commerce guidance. Advisory Committee members are qualified based on education, training, geography, expertise in ocean observing issues, and experience working productively with Committees and workgroups.
How frequent & relevant are cmte mtgs?*Meetings are mandated to be held once a year, and the Committee goal is two in-person meetings per year. Meetings are relevant to advancing the NOAA mission, specifically improving and growing the Integrated Ocean Observing System. The Committee is also relevant in guiding the progress of the 17 federal agencies involved in building a National IOOS Enterprise.

An in-person meeting was scheduled for January 21-23, 2025, but was cancelled due to bad weather at the meeting location. Instead the Committee held a 2 hour virtual public meeting, with the intent of rescheduling the in-person meeting to March. An in-person meeting was rescheduled for March 12-13, 2025, but was canceled again due to Administration restrictions on federal staff travel. A second virtual public meeting was held July 21&23, 2025.
Why advice can't be obtained elsewhere?*This Committee is mandated by the Integrated Coastal and Ocean Observation System Act of 2009, as amended by the Coordinated Ocean Observations and Research Act of 2020. While required by law, this Committee is also necessary to advance NOAA's mission as well as the Interagency Ocean Observing Committee's goals.

No agency feedback was provided in FY25, as no new Committee recommendations were submitted.Narrative Description*This Committee directly supports NOAA's mission as well as the IOOC to provide observational data on oceans, coasts and Great Lakes. The previous committee, whose term ended September 13, 2024, completed their work plan, which included the following topics: articulating the role of IOOS in detecting climate change, promoting diversity and equity in IOOS, enhancing the role of IOOS in the new blue economy, the Marine Life Program and the National Oceanographic Partnership Program (NOPP). The new Committee started on September 14, 2024. Due to a number of unavoidable reasons, the Committee was unable to establish their new work plan until July 2025. The new work plan topics are AI and engagement with the private sector. The Committee plans to produce recommendations on these topics in FY26.

Federal Staff Support (FTE)*0.20Est Cost RemarksIncrease in costs from FY25 are due to 1)Resume 2 in-person meetings per year, one in the DC area and one elsewhere in the country, 2) anticipated return of contract staff support to FY24 levels, and 3) utilization of a court reporter to provide meeting minutes.
Cost RemarksTravel costs for Committee Members, Federal Staff, and Consultants were significantly lower than estimated due to the inability to hold an in-person meeting in FY25. The travel costs that are included were fees not able to be reimbursed when the meetings were cancelled. This will likely change in the future as the committee resumes the pattern of one Washington D.C. meeting and one field site meeting. Other costs include meeting room rental (due to inability to receive refund when cancelled), FRN publication costs, and WebEx license costs.
