How does cmte accomplish its purpose?*The purpose of the Commission is to advise the Secretary of the Interior (Secretary) in the preparation and implementation of a General Management Plan and to advise the Secretary with respect to the identification of sites of significance outside the national park boundary deemed necessary to fulfill the purposes of this Act. The General Management Plan was completed in June 2011, and the Commission may continue to meet to advise on the implementation of the plan.
How is membership balanced?*15 Members representing the following entities: (a) one representative from the Commonwealth of Virginia; (b) one representative each from the local governments of Strasburg, Middletown, Frederick County, Shenandoah County, and Warren County; (c) two representatives of private landowners within the Park; (d) one representative from a citizen interest group; (e) one representative from the Cedar Creek Battlefield Foundation; (f) one representative from Belle Grove, Incorporated; (g) one representative from the National Trust for Historic Preservation; (h) one representative from the Shenandoah Valley Battlefields Foundation; (i) one ex-officio representative from the National Park Service; and (j) one ex-officio representative from the United States Forest Service.
How frequent & relevant are cmte mtgs?*Estimated Number of Meetings per Year - 4. Each of the meetings will focus on some aspect of implementing the General Management Plan.
Why advice can't be obtained elsewhere?*The enabling legislation for the Park directs the National Park Service to develop a general management plan and to establish a park advisory commission to advise in the development and implementation of that plan and the identification of sites of significance outside the national park boundary deemed necessary to fulfill the purposes of this Act. The General Management Plan was completed in June 2011, and the Commission may continue to meet to advise on the implementation of the plan.

Recommendation RemarksThe Commission is subject to the provisions of the Federal Advisory Committee Act (FACA), 5 U.S.C. Appendix (1994), and may take no action unless the charter filing requirements of Section 9 (a) of the Act have been complied with. The provisions of section 14(b) of FACA requiring a biennial rechartering are inapplicable to the Commission pursuant to section 301 of Public Law 102-525, October 26, 1992. However, there will be a biennial review of the Commission to determine if its goals and objectives are being fulfilled.

Outcome CommentTrust in Government: Representatives of several local governments, non profit entities, Federal agencies, private landowners and civic organizations are represented on the Commission. Their representation on the Commission increase public trust that their concerns will be taken into account in the development, management and operation of the national park. Improved Delivery Service: The Commission will advise on desired experiences for national park visitors, and the staffing and facilities requirements to support those experiences.
