How does cmte accomplish its purpose?*In FY 2025, Single-mode fiber laser Wassenaar (WA) proposal; Diode Laser Bar WA proposal; OPO WA Laser Proposal; and New controls on semiconductors and related equipment. the US proposal updating the laser diode output power to 30 W in the 780-1100 nm waveband was agreed by the EG. Also agreed upon at the EG was Continuous-wave mid infrared laser power threshold update and the CW multi-mode 975-1150 nm laser output power update. These decisions will need to be confirmed by the WA Plenary in December of this year before being finalized. If confirmed, it would likely be adopted into the EAR at some point in the second half of 2026. in addition to developing new proposals. In FY 2026, the Committee will continue to expand industry recruiting and outreach activities, particularly in emerging technology areas covered by SITAC and technology areas not well represented presently among TAC membership. Increase participation by relevant technical experts within Department of Defense in SITAC meetings. The Committee will work closely with BIS’ TAC administration on the following items: Support SITAC 2024 WA submissions in OPO (WA) Laser proposal; 6A005.a.5.b- Multimode Laser WA proposal; 6A005.a.6.a- Single mode Laser proposal; Update of 6A005.a.6.b.1 and b.- Industrial Lasers and Update of power level in 6.A.5.d.1.b- Multimode Semiconductor Laser. Seek changes in regulation or policy related to uncooled IR foreign availability. Emerging and Foundational Technology: individual proposal review (as needed). Assist in WA discussions related to Category 6. Coordinate any required responses to internal BIS proposals.
How is membership balanced?*The SITAC is composed of industry representatives, and U.S. Government agencies with specific technical or export control expertise. Members of the SITAC possess a wide range of technical knowledge regarding the design, manufacture, and export of commodities and technology currently listed in Control List Categories 3 and 6.
How frequent & relevant are cmte mtgs?*The SITAC met three times during FY 2025, two meetings have been virtual and one in-person. October 29, 2024 (in-person at Department of Commerce (Washington D.C.), April 29, 2025 (virtually), July 29, 2025, (virtually). The meetings allowed the SITAC to advise the Department on the technical parameters for commodities and technology within Commerce Control List Categories 3 and 6.
Why advice can't be obtained elsewhere?*The SITAC makes recommendations regarding commodities and technical data within Control List Category 3 (electronics - instrumentation section) and Category 6 (sensors and lasers). Through this Committee, the Department brings together technically qualified persons with expertise on a wide range of electronic instrumentation and sensor equipment. The Committee provides a forum for technical advice that would otherwise be unavailable.
Why close or partially close meetings?Closed sessions are held to allow for discussion of information classified for reasons of national security, information the premature disclosure of which would be likely to significantly frustrate implementation of a proposed agency action, or information of a commercial or financial nature that is privileged or confidential.

Number Of Recommendations CommentThe SITAC provided a number of recommendations on a variety of topics. The SITAC continued to support a rule proposing to modify Section 744.9 of the Export Administration to remove license requirements for commercial cameras being exported to allied militaries that was originally submitted to BIS in 2021. This rule has been completed and went into effect on March 8, 2024. The SITAC was also active in supporting BIS efforts in the Wassenaar Arrangement (WA). The SITAC-generated four proposals to adjust the output power for certain laser bars, these were the CW single-mode 975-1150 nm laser output power update, the CW multi-mode 975-1150 nm laser output power update, and the continuous-wave midinfrared laser power threshold update. Three of these proposals are expected to reach consensus at the Fall EG. Finally, the total of Wassenaar proposals for FY 25 is 56 recommendations, 6 fully implemented, and 3 partially implemented.Access Agency WebsiteYes
