How does cmte accomplish its purpose?*	The Interdepartmental Serious Mental Illness Coordinating Committee is established in accordance with the provisions of the 21st Century Cures Act. The committee accomplishes its purpose through advising, consulting with and making recommendations to the Assistant Secretary for Mental Health and Substance Use, who reports to the Secretary of Health and Human Services on issues related to advances in serious mental illness (SMI) and serious emotional disturbances (SED), and advances in access to services and support for adults with SMI or children with SED. In addition, the ISMICC will evaluate the effect that federal programs related to serious mental illness have on public health, including public health outcomes such as (A) rates of suicide, suicide attempts, incidence and prevalence of SMIs, SEDs, and substance use disorders (SUD), overdose, overdose deaths, emergency hospitalizations, emergency room boarding, preventable emergency room visits, interaction with the criminal justice system, homelessness, and unemployment; (B) increased rates of employment and enrollment in educational and vocational programs; (C) quality of mental disorders SUD treatment services; or (D) any other criteria as may be determined by the Secretary. Finally, the ISMICC will make specific recommendations for action that agencies can take to better coordinate the administration of mental health services for adults with SMI or children with SED. Not later than one year after the date of enactment of the 21st Century Cures Act, and five years after such date of enactment, the ISMICC shall submit a report to Congress and any other relevant federal department or agency.
How is membership balanced?*	The ISMICC consists of 26 members who are appointed by the Secretary, HHS. The ISMICC consists of 11 federal members or their designees from federal agencies, and 15 non-federal public members. Members are selected according to PL 114-255, section 6031. Please note the we currently have 15 non-federal public members.
How frequent & relevant are cmte mtgs?*	The ISMICC shall meet not fewer than two times each year through advising, consulting with, and making recommendations to the Assistant Secretary for Mental Health and Substance Use. In carrying out its functions, the ISMICC has established five workgroups to develop the first report to Congress. These working groups shall be composed of ISMICC members, or their designees, and may hold meetings as necessary. The ISMICC is required to meet twice per calendar year. The committee met virtually on October 29, 2024. The October meeting covered and included Consideration of March 27, 2024 Minutes; General ISMICC Updates; SAMHSA Suicide Prevention and Crisis Guidance Updates; Focus Area 1 - Data and Evaluation Working Group Presentation, Group Report Outs and Discussion and Voting; Focus Area 2 - Access and Engagement Working Group Presentation, Presentation, Group Report Outs and Discussion and Voting; Focus Area 3 -Treatment and Recovery Working Group Presentation, Presentation, Group Report Outs and Discussion and Voting; Focus Area 4 – Criminal Justice Working Group Presentation: Ending the Criminalization of Mental Illness, The Miami Model, Focus Area 4 - Criminal Justice Working Group Presentation, Group Report Outs and Discussion and Voting; Focus Area 5 - Finance Working Group Presentation, Group Report Outs and Discussion and Voting; and Public Comment. This meeting was relevant to carry out the committee functions for FY 2025.
