How does cmte accomplish its purpose?*The function of the Committee is to provide advice the Secretary of Homeland Security through the Commandant of the United States Coast Guard on matters relating to the safe and secure marine transportation of hazardous materials. The Committee will submit, in writing, to the Secretary of the Department of Homeland Security its advice, reports, and recommendations, in a form and at a frequency determined appropriate by the Committee.
How is membership balanced?*The Committee shall consist of not more than 25 members appointed by the Secretary of Homeland Security. Each member of the Committee shall have particular expertise, knowledge, and experience in matters relating to the function of the Committee. Each member of the Committee shall represent one of the following: chemical manufacturing, marine handling and transportation of chemicals, vessel design and construction, marine safety and security, and marine environmental protection. In accordance with 46 U.S.C. § 15101(c)(3), the Secretary of Homeland Security will, based on the needs of the Coast Guard, determine the number of members of the committee who represent each entity specified above. As stated in the statute, an equal distribution of members representing each entity specified above is not required. Following the procedures in 46 U.S.C. § 15109, the Secretary of Homeland Security will appoint persons in a manner that ensures diverse representation of the aforementioned subject matter.
How frequent & relevant are cmte mtgs?*It is expected the Committee will meet at least twice a year, but it must hold a meeting at least once a year. Meetings may be held in person, virtual, or hybrid of in person and virtual depending on the needs of the Committee to allow maximum flexibility. The Chair may establish and disestablish subcommittees for any purpose consistent with the function of the Committee. Subcommittees meet on an as-needed basis, depending on the tasks assigned by the Committee and the scope of work involved.

In FY24, the NCTSAC held only one meeting in person in February 2024 in Texas City, TX. The Federal government shutdown at the beginning of the FY forced the November 2023 meeting to be canceled.
Why advice can't be obtained elsewhere?*Issues and concerns relating to the marine transportation of hazardous materials in bulk are of particular importance to the U.S. Coast Guard. These issues are broad and diverse, and NCTSAC is the only advisory committee in existence that has the unique expertise and experience to advise the U.S. Coast Guard on these issues.

Agency Feedback Comment*The U.S. Coast Guard provides feedback by incorporating N-CTSAC's recommendations into published U.S. Coast Guard regulations and Navigation and Vessel Inspection Circulars (NVIC); policy guidelines issued to the maritime industry; documents or papers submitted to domestic or international organizations; or other forms of policy documents. Representatives of the U.S. Coast Guard are at every full Committee, subcommittee, and working group meeting to act as program experts and offer support when needed. Thus, feedback at the working level is continuous and immediate. In addition, a summary of NCTSAC’s accomplishments is prepared for each full Committee meeting and the agenda for each full Committee meeting calls for N-CTSAC's Designated Federal Officer (DFO) to inform the Committee about actions taken on N-CTSAC recommendations since the previous meeting. All recommendations are tracked in a N-CTSAC recommendation list that outlines all response/action taken as well as the status of all regulatory project information.Narrative Description*The National Chemical Transportation Safety Advisory Committee (NCTSAC) works in support of and in harmony with the United States Coast Guard’s missions and goals. Specifically, NCTSAC advises, consults with, and makes recommendations, including industry outreach approaches, reflecting its independent judgment to the Commandant of the United States Coast Guard on matters concerning the safe, secure, and environmentally sound marine transportation of hazardous material in bulk.
