How does cmte accomplish its purpose?*The National Women's Business Council (NWBC) was established by statute to provide advice and policy recommendations to the President, Congress, and the Small Business Administration (SBA). The Council accomplishes its purpose by engaging with its Councilmembers, women business owners from across the country, key stakeholders, and policymakers. The purpose of engagement is to develop and promote new initiatives, policies, and programs designed to foster growth for women’s business enterprise. No later than 90 days after the last day of each fiscal year, the NWBC submits a report to the President, to the Senate Committee on Small Business and Entrepreneurship, to the House of Representatives Small Business Committee, and to the Administrator of the SBA containing a detailed description of the activities of the Council and the Council’s recommendations for such legislative and administrative actions as the Council considers appropriate for the development of small business concerns owned and controlled by women. In addition to its annual report, the Council may also conduct research and provide reports on its activities and make such other recommendations as it deems appropriate to the President, the SBA Administrator, and Congress.
How is membership balanced?*The NWBC is comprised of one presidentially-appointed chair; eight small business owners, four of the President's party and four not of the President's party; six representatives of women’s business organizations, including women's business center sites. Councilmembers reflect geographic (including both urban and rural areas), economic, demographic, and business/industry diversity. Note: In 1994, the Small Business Reauthorization Act changed the structure of the NWBC to its current form to include both women business owners and representatives of women's business organizations. In 1998, the law was amended to expand the Council's membership to 15. Since FY 1999, the term of service for the members of the Council is three years.
How frequent & relevant are cmte mtgs?*The NWBC meets separately at such times as the Council deems necessary. A majority of the members of the Council shall constitute a quorum for the approval of recommendations or reports issued. The Council convenes via public meetings and roundtables as deemed necessary each year. The purpose of the meetings is to discuss issues relating to woman-owned businesses and share updates on Council activity and research.
Why advice can't be obtained elsewhere?*As the voice of women entrepreneurs and advisors to the SBA, Congress, and the White House, the Council is critical. The position of the Council within the SBA allows for experience and access other organizations may not have. The NWBC is the only FACA focused on woman business owners. Our policy recommendations offer actionable items to Congress, the President, and the SBA to impact and ultimately improve the business climate for woman entrepreneurs.
Why close or partially close meetings?All meetings of the National Women's Business Council are open to the public and are posted in the Federal Register at least 15 calendar days prior to the meeting.
Recommendation RemarksThe NWBC is a non-partisan federal advisory committee established to serve as an independent source of advice and policy recommendations to the Administrator of the SBA, Congress, and the President on economic issues of importance to woman business owners. The NWBC was established via the Women’s Business Ownership Act of 1988 (H.R. 5050), a landmark piece of legislation that eliminated individual state laws requiring women to have a male relative co-sign a business loan. Throughout the years, the NWBC has brought together woman business owners and leaders, policymakers, representatives of women’s business organizations, and other stakeholders to identify the unique challenges facing women in business and to formulate potential solutions.

The Council is committed to:

- Analyzing research and data on issues of importance to women business owners and their organizations
- Communicating these findings widely
- Connecting members of the women’s business community to one another and to public policy makers
- Providing a platform for change in order to expand and improve opportunities for woman business owners and their enterprises--from start-up to success to significance

The Council is on schedule to submit to the President and the Small Business Committees of the House and Senate its FY 2024 Annual Report, which includes advice and policy recommendations on the Council's three priorities: Access to Capital, Access to Opportunity, and Inclusive Entrepreneurial Ecosystems.
