How does cmte accomplish its purpose?*The National Navigation Safety Advisory Committee (NNAVSAC) provides advice and recommendations to the Secretary of the Department of Homeland Security (DHS), through the Commandant, U.S. Coast Guard, on matters relating to maritime collisions, ramming’s, and groundings; Inland Rules of the Road; International Rules of the Road; navigation regulations and equipment; routing measures; marine information; and aids to navigation systems.
How is membership balanced?*NNAVSAC is composed of not more than 21 members who are appointed by and serve at the pleasure of the Secretary of DHS. Each member shall have particular expertise, knowledge and experience in maritime collisions, rammings, and groundings; Inland Rules of the Road; International Rules of the Road; navigation regulations and equipment; routing measures; marine information; and aids to navigation systems. To assure balanced representation, members shall be appointed to represent the viewpoints and interests of one of the following groups or organizations, and at least one member shall be appointed to represent each membership category: (a)Commercial vessel owners or operators; (b)Professional mariners; (c)Recreational boaters; (d)the recreational boating industry; (e)State agencies responsible for vessel or port safety; and (f) The Maritime Law Association. Additional persons may be appointed to panels of the Committee to assist the Committee in the performance of its functions.
How frequent & relevant are cmte mtgs?*It is expected that the Committee will meet at least twice a year, but it must hold a meeting at least once a year. Meetings may be held in person, virtual, or hybrid of in person and virtual depending on the needs of the Committee to allow for maximum flexibility. NNAVSAC's recommendations on important issues often form the basis for regulatory changes. The US Coast Guard's review of safety issues requires continued access to NNAVSAC's expertise and advice. NNAVSAC has proven to be an effective forum for developing consensus on contentious issues.

In FY24, a hybrid meeting was held in the spring.
Why advice can't be obtained elsewhere?*NNAVSAC's broad representation provides the US Coast Guard a forum that is otherwise unavailable to evaluate the impact of proposed US Coast Guard actions, to identify navigation safety issues needing US Coast Guard attention, and to generate informed solutions to navigation safety issues. Because of the expertise of Committee members and its reputation in the maritime community, NNAVSAC has become a forum where members of the public bring contentious issues for advice.

Number Of Recommendations CommentThe Coast Guard presented three new task statements to the Committee:

NNAVSAC Task Statement 24-01: International Maritime Organization (IMO) Routing Measures on the Outer Continental Shelf (OCS) and report from the committee.
NNAVSAC Task Statement 24-02: Safety Zone Pilot Program and Coast Guard Authorities and report from the committee.
NNAVSAC Task Statement 24-03: How to best use AIS capabilities to ensure safe navigation in and around OREI sites and report from the committee.

All three were resolved.

% of Recs Fully Implemented CommentIn FY24, two task statements were resolved and accepted for further considerations as it relates to rulemaking, policy, and MOA development.

NNAVSAC Resolution 24-01: The Committee provided NNAVSAC Resolution 24-01 which recommended adopting the suggested routing measures illustrated in the updated chartlets, which aim to extend existing routing measures and further develop America's Marine Highway Corridors, thereby harmonizing domestic and international navigation guidance. The Coast Guard accepted the recommendations and will further consider them as efforts are made on the final rule to amend 33 CFR 167 for Traffic Separation Schemes.

NNAVSAC Resolution 24-02: The Committee provided NNAVSAC Resolution 24-02 which recommended expanding Coast Guard authority to establish safety zones around special activities, such as offshore renewable energy and space operations, in the EEZ to 200 nautical miles from shore. Additionally, the committee recommended that planned or purposeful landings of spacecraft and space related debris should not be allowed in designated fairways, anchorages, traffic separation schemes, and ships' routing measures adopted by the IMO. This latter recommendation is based on the need to ensure safe access routes for the movement of vessel traffic proceeding to or from ports or places subject to the jurisdiction of the United States. The Coast Guard accepted the resolution and is further evaluating collaborative efforts between FAA and USCG as it relates to the matters.

NNAVSAC Resolution 24-03: The Committee provided NNAVSAC Resolution 24-03 which recommended to the Coast Guard that marking of all structures with synthetic AIS is not prudent. However, the committee endorses, on a case-by-case basis, OREI structures report inoperative light or sound signals or otherwise discrepant towers with a synthetic AIS Message 21. NNAVSAC also recommends the Coast Guard research other means to convey tower positions using AIS application specific messaging. The Coast Guard accepted the resolution and will further evaluate as it relates to future policy development.
