How does cmte accomplish its purpose?*The work of the Committee helps ensure that the trade community is well informed of CBP trade transformation policies and programs helps ensure compliance and promote continued CBP-Trade partnerships. This collaboration enables CBP to incorporate feedback from the private sector into key initiatives, lessening the negative impact of new programs and ensuring that CBP and the trade advance toward a common goal. Issues addressed by the Committee included the following: 1) Trade Modernization and Trade Transformation Initiatives such as 21st Century Customs Framework, Centers of Excellence and Expertise and Broker Regulations; 2) Trade Enforcement and Revenue Collection in the areas of Intellectual Property Rights Enforcement and Bonds; 3) Global Supply Chain including Cross-Border Initiatives; 4) Trusted Trader Partnership Initiatives and Incentives; 5) One U.S. Government at the Border which includes a One U.S. Government Approach; and 6) Export and Outbound processes including reviewing the use of advance data for exports and exports manifest.
How is membership balanced?*According to the Trade Facilitation and Trade Enforcement Act of 2015, the COAC consists of 20 individually appointed members, two government Co-Chairs and two government Deputy Co-Chairs. The Co-Chairs shall be the Commissioner of CBP and the Treasury Assistant Secretary for Tax Policy or their delegees. The Deputy Co-Chairs will be the Under Secretary for Strategy, Policy & Plans (DHS) and the Director of U.S. Immigration and Customs Enforcement.
The COAC members are appointed by and serve at the pleasure of the Secretary of the Treasury and the Secretary of Homeland Security. Members are drawn from the trade or transportation community served by CBP or others who are affected by CBP commercial operations and related functions. The members shall represent the interests of either importers/exports (and their agents) or those associated with the carriage of international freight. The membership is selected by the following categories: region, sector, industry type, and recommendation references. Members represent the viewpoint of their respective industry segment and are not Special Government Employees as defined in 18 U.S.C. § 202(a).
In addition, the members shall be selected to avoid geographic or regional concentration. Members shall not be paid compensation.
How frequent & relevant are cmte mtgs?*The advisory committee met four times for FY24. The purpose of the meetings is to share the work the COAC has been engaged in, deliberate and vote on the recommendations made to the agency, and give the public an opportunity to comment on the recommendations.
Why advice can't be obtained elsewhere?*The Committee is statutorily mandated by the Trade Facilitation and Trade Enforcement Act of 2015. It would be difficult, if not impossible, to obtain such a broad variety of viewpoints from such well qualified individuals in any other single forum. CBP continues to seek advice from the trade community on trade security and facilitation policies and initiatives. COAC provided recommendations for Export Modernization, Forced Labor, In-Bond Modernization, Trusted Trader Partnerships, Intellectual Property Rights, and 21st Century Customs Framework,

3). Next Generation - recommendations pertained to ACE 2.0, Broker Modernization, Customs Interagency Industry, Modernized Entry Processes and Passenger Air Operations.
