How does cmte accomplish its purpose?*The President's Advisory Council on Doing Business in Africa (PAC-DBIA) continues to provide information, analysis, and recommendations to the President that address the following, in addition to other topics deemed relevant by the President, the Secretary of Commerce, or the Advisory Council: (i) creating jobs in the United States and Africa through trade and investment; (ii) developing strategies by which the U.S. private sector can identify and take advantage of trade and investment opportunities in Africa; (iii) building lasting commercial partnerships between the U.S. and African private sectors; (iv) facilitating U.S. business participation in Africa’s infrastructure development; (v) contributing to the growth and improvement of Africa’s agricultural sector by encouraging partnerships between U.S. and African companies to bring innovative agricultural technologies to Africa; (vi) making available to the U.S. private sector an accurate understanding of the opportunities presented for increasing trade with and investment in Africa; (vii) developing and strengthening partnerships and other mechanisms to increase U.S. public and private sector financing of trade with and investment in Africa; (viii) analyzing the effect of policies in the United States and Africa on U.S. trade and investment interests in Africa; (ix) identifying other means to expand commercial ties between the United States and Africa; and (x) building the capacity of Africa’s young entrepreneurs to develop trade and investment ties with U.S. partners.
How is membership balanced?*The Secretary of Commerce continues to appoint private-sector corporate members in consultation with the Trade Promotion Coordinating Committee. All members represent U.S. companies and their sectors. The ITA Office of Africa has prepared a Membership Balance Plan for the Advisory Council for consideration by the Secretary in making appointments. Considerations when making appointments will include balance in terms of points of view; geography; size of company to be represented; and industry sector, including representation of infrastructure, agriculture, consumer goods, banking, services, and other industries. The PAC-DBIA is broadly representative of the key industries with business interests in the functions of the PAC-DBIA. Appointments to the PAC-DBIA are made without regard to political affiliation and without discrimination on the basis of age, ethnicity, race, gender, sexual orientation, disability, or cultural, religious, or socioeconomic status.
Additional factors that may be considered in the selection of Council members include candidates’ proven leadership and experience in trade, investment, financing, development, or other commercial activities between the United States and Africa.
How frequent & relevant are cmte mtgs?*The PAC-DBIA continues to meet approximately two to three times per year to deliberate and adopt reports of analysis and/or recommendations in response to requests from the Secretary of Commerce, on behalf of the President, regarding the administration's top priorities at the time for strengthening U.S.-Africa commercial relationships.
Why advice can't be obtained elsewhere?*The PAC-DBIA is the only advisory committee with a mandate to provide advice on strengthening commercial engagement between the United States and Africa. While other committees exist with respect to trade finance and trade negotiations concerning Africa, they have a narrower mandate and scope.

Recommendation RemarksThe PAC-DBIA held one meeting in FY25, on December 13, 2025, during which a report was deliberated and adopted that surveyed all the recommendations, analysis, and activities of the PAC-DBIA over the 10 years since it was established. The report also contained 4 new recommendations regarding future utilization of the PAC-DBIA. The membership term concluded on December 31, 2025.

The public can obtain information on agency feedback via meeting records archived on the PAC-DBIA website at https://www.trade.gov/presidents-advisory-council-doing-business-africa.Narrative Description*Since the establishment of the PAC-DBIA, recommendations produced by the Council have helped multiple Presidents to expand trust among U.S. businesses in government capacity and commitment to support them in Africa, to make policy changes that serve the interests of U.S. companies, to improve delivery of services and customer satisfaction with government resources for supporting U.S. business in Africa, and to organize priorities for strengthening U.S.-Africa commercial ties.
